The Office of Research and Evaluation plays a distinctive role within the Division of Career Technical and Adult Education. Central functions of the unit include the management of data reporting policies and procedures, state and federal accountability reporting, responding to data requests, and sharing public-facing data for research and evaluation projects related to career technical education and adult education programs, students, and outcomes. Job Description

This position is housed in the Florida Department of Education’s Division of Career Technical and Adult Education within the Office of Research and Evaluation. The position functions under the supervision of the Director of Research and Evaluation.  Primary responsibilities include data driven program improvement activities for career technical education (CTE) and adult general education (AGE) programs statewide.  Specifically, the position supports state-administered adult general education, registered apprenticeship, and secondary and postsecondary career and technical education programs.  The position provides critical office support and project management, data analysis, technical assistance and consultative services, and support services to providers which include local educational agencies, correctional/juvenile educational programs, state and local agencies, business and industry, community-based organizations, and other providers. You’ll be emersed in the ins and outs of state administration of the Adult Education and Family Literacy Act (AEFLA) and Carl D. Perkins Career and Technical Education Act (Perkins) which contribute to the economic development of Florida and the self-sufficiency of its citizenry. This is a great opportunity for someone who is highly organized, detailed oriented, can communicate effectively, and loves to use data to tell stories.

 

 

Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Performs simple and complex Excel calculations and reports for the office, other offices within the department and externally, as needed.
  • Queries and utilizes data reports housed by the unit.
  • As assigned, participates in or represents the department in meetings, briefings, conferences, etc., to provide technical assistance that will enhance the accomplishment of the Division and Office.
  • Manages the creation, production, and maintenance of public facing Division data dashboards.
  • Serves as lead staff member responsible for supportive functions related to the Career and Technical Education State Plan under the 2006 Carl D. Perkins Act, the Adult Education State Plan under AEFLA WIOA Title II, Apprenticeship, and other Division functions.  
  • Assists in the production of research and evaluation reports and is involved in all phases of the process including design, data collection, analysis, data quality assurance, writing and publication.   
  • Evaluates adult and career technical education programs to identify areas of deficiency, points of strength, and performance gaps among sub-populations. 
  • Provides shared leadership and technical support to ensure compliance with Federal and State prescribed mandates for implementing State-administered AGE and CTE programs and initiatives with specific focus given to accountability, measurement and research functions for workforce development initiatives and special projects.   
  • Coordinates the development of strategies and strengthens linkages with work groups and other personnel to market program information; produce and disseminate program performance report and other pertinent literature/products. 
  • Coordinate internally with department accountability, measurement and research sections to measure, analyze, and report outcomes of state and federally funded adult education programs. 
  • Be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.   
  • Interact courteously with others with behavior that demonstrates consideration of workload concerns of others and must not negatively affect productivity and morale of the unit.  
  • Performs other duties as assigned.

LEAVE INFORMATION: (CS)

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
