The Student Affairs and Federal Compliance Officer ,  with The Florida College System,  Student Affairs and Federal Compliance Officer has major responsibility for statewide compliance of federal programs and providing technical assistance and guidance in specific areas within student affairs. The person assigned to this position oversees compliance monitoring related to civil rights for the Florida College System and conducts policy analysis, development, and implementation systemwide. Specific responsibilities include:

 Possesses knowledge of laws, rules and policies and procedures related to student affairs and federal compliance for public higher education institutions and the ability to assist or refer institution contacts appropriately.

 Serves as liaison to Florida College System administrators and to individuals in the Department and other agencies and responds to constituent communications related to the assigned areas of student affairs and civil rights compliance.

 Serves as subject matter expert for the Division in the areas of postsecondary disability student services, services for students formerly in foster care, and students experiencing homelessness.

 Manages and conducts the USDOE Office of Civil Rights (OCR) compliance reviews (3 per year) and the OCR Biennial Report.

 Communicates with college compliance officers and coordinates with the federal OCR to resolve complaints filed over issues related to civil rights.

 Prepares analyses of current federal statutes, rules, regulations, policy statements and any needed revisions to statutes, rules and policy affecting federal programs in the Florida College System.

 Coordinates the handling of student and employee complaints in general and/or complaints regarding the rights of persons with disabilities.

 Responds to constituents who contact the Division to file complaints against a college alleging discrimination in a timely and professional manner, communicates with college compliance officers to resolve complaints received and provides technical     assistance,  such as mediation, if requested.

 Disseminates information to colleges about nondiscrimination laws and civil rights laws implemented by other federal agencies, such as the Equal Employment Opportunity Commission or Department of Justice, if applicable.

 Prepares reports and shares with colleges and other stakeholders.

 Specific requirements:

 Attendance is an essential function of this position.

 Strong work ethic that includes a 5-day, 40-hour workweek.

 Proficient knowledge of Microsoft Office Programs (Word, Excel, and PowerPoint).
