Job Description

Under the direct supervision of the Associate Vice Chancellor of Academic and Student Affairs, the Student Affairs and Federal Compliance Officer has major responsibility for statewide compliance of federal programs and providing technical assistance and guidance in specific areas within student affairs. The person assigned to this position oversees compliance monitoring related to civil rights for the Florida College System and conducts policy analysis, development, and implementation systemwide.

 

Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

The duties include:

  • Manages and conducts the USDOE Office of Civil Rights (OCR) Compliance Site Visits (3 per year) and the OCR Biennial Report
  • Serving as the liaison with the Florida College System on all issues related to federal programs.
  • Prepares analyses of current state and federal statutes, rules, regulations, policy statements and any needed revisions to statutes, rules and policy affecting civil rights in the Florida College System.
  • Conducts policy analysis and program evaluation for institutions within the Florida College System in regard to state and federal non-discrimination and civil rights compliance at the local level.
  • Collects, reviews and provides feedback to the Division, the Department and individual colleges regarding the Annual Reports submitted by the 28 colleges within the Florida College System.
  • Conducting federal level onsite Civil Rights compliance reviews and preparing reports which evaluate the effectiveness of related programs, services and activities.
  • Provides technical assistance and training in regard to Civil Rights and Student Services issues and compliance.
  • Coordinating the work of college federal civil rights officers, legal counsel, and the federal Office of Civil Rights (OCR) in regard to the resolution of filed complaints on issues of civil rights.
  • Prepares printed materials for the program, including summary charts and graphs to illustrate reporting details and federal programs information for dissemination on a regular basis and upon request.
  • Responds to constituents, including students and employees who contact the Division to file complaints. Also requires communication with compliance officers at the colleges regarding complaints received and providing technical assistance, if requested.
  • Coordinates the handling of complaints in general.
  • Acts as subject matter expert for the Division in the areas of postsecondary disability student services, civil rights, and certain areas of federal law. Each of these requires knowledge of all related laws and rules and ability to assist or refer institution contacts appropriately.
  • Acts as liaison to college administrators and to individuals in the Department and other agencies for the topics listed in the previous paragraph. and responds to constituent communications.

LEAVE INFORMATION:

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
