In this position, the candidate will serve as Records Management Team coordinator and staff supervisor for fee processing, fingerprint processing, data quality processing, and also providing assistance in the directives of those work units. Collects and analyzes production data relative to these work units for performance-based budgeting accountability.

GENERAL RESPONSIBILITIES:
· This position is responsible for providing primary support to the Senior Educational Program Director in the maintenance and coordination of the Bureau’s technical infrastructure required by the customized operating system. Additionally, the position is responsible for assisting the Senior Educational Program Director in meeting the Bureau’s standards and goals for performance-based budgeting. This position requires in-depth analytical skills, familiarity with Florida Statutes and State Board of Education Rules governing the educator certification process and the ability to work independently.
· Attendance is an essential function of this position.
SUPERVISOR RESPONSIBILITIES:
· As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
SPECIFIC RESPONSIBILITES:
· Ensure compliance with Florida Statutes and procedures for the receipt and deposit of certification fees. Document procedures and provide training to staff involved directly and indirectly with fee processing.
· Ensure compliance with Florida Statutes and procedures for the receipt and management of fingerprint cards and background screening results for certification applicants. Document procedures and provide training to staff involved directly and indirectly with fingerprint processing.
· Facilitate established data quality audit procedures to ensure data integrity within the certification records management system. Review, evaluate and implement modifications to data quality audit procedures to enhance and increase operational efficiency.
· Prepares correspondence in response to requests from the applicant, the public, university/school district personnel, and other individuals regarding certification issues.
· Collects and analyzes Production methodology and statistical data and recommends to the Program Director strategies for increased efficiency and effectiveness.
· Prepare reports and other documents in accordance with Bureau policies and procedures.
· Assists with the formulation, recommendation and coordination for implementation of modifications to existing certification systems and processes to comply with changes in statutes, rules, other offices and units, and Bureau direction.
· Assists in the selection and requisition process for purchasing specialized equipment needed for Bureau operations and maintenance of the computerized database and imaging systems.
· Determine OPS personnel needs at times of increased workload.
· Performs other duties as necessary for the effective operation of the Bureau of Educator Certification as assigned by the Senior Educational Program Director for Operations & Technology.
Knowledge, Skills, and Abilities
•Knowledge of Florida State Board of Education Rules and procedures governing issuance of Educator’s Certificates and renewal of certificates.
•Thorough knowledge of the application process.
•Skills in keyboarding, updating database files, operating imaging system and operating telephone system.
•Ability to organize work activities, handle difficult situations to prevent problems.
•Ability to prepare forms for computer entry, to communicate effectively both verbally and in writing and to establish and maintain effective working relationships with others.

o Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
