POSITION DESCRIPTION: Conduct financial analysis for Federal projects and related Financial Projects for all funding sources and make the final billing adjustments to close the Federal Projects in the Federal Program Management (FPM) Subsystem and Federal Highway Administration's (FHWA) Fiscal Management Information System (FMIS). Reconcile the participating and nonparticipating costs for expenditures retainage and revenue in the Project Cost Management Subsystem (PCM) to FPM by Federal Fund. This analysis includes, but is not limited to, coordinating authorization requests with the Districts and the Federal Aid Management Office. It also includes the analysis of eligible Indirect Cost specific to the Federal Project and related Financial Projects.

 

Analyze and monitor the corrections of the Project Cost Errors in the Project Cost Management Subsystem (PCM) with all Districts as well as all Central Offices. Complete corrections in PCM for Central Office errors. At a minimum, submit a weekly request for the creation of the correction file and submit to the Florida Accounting Information Resource (FLAIR) system for processing.

 

Track Federal projects submitted to the Office of Comptroller in a Ready Final Voucher status and ensure timely closing of Federal Projects. Maintain the Final Voucher (FV) system with current information related to each assigned Federal Project. Assist in system/procedure documentation requests for the PCM/Final Voucher team, including, but not limited to, special studies and analyses for the Department's project cost function and regular monthly/quarterly reports related to the position.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic accounting and budgeting principles. Skilled in working and testing an accounting system. Ability to prepare and maintain a variety of accounting records and reports. Ability to interpret, analyze and reconcile accounting data. Ability to formulate accounting system requirements and develop testing methods to verify accounting system components. Ability to understand and apply applicable rules, regulations and policies. Skilled in performing work that requires a high level of attention to detail. Ability to use sound judgment and work independently. Ability to work in a team environment with shared tasks and maintain effective working relationships with others. Ability to work timely and accurately under pressure and handle difficult situations. Ability to communicate effectively both verbally and in writing. Ability to utilize problem solving techniques and analyze processes for best practice methods. Knowledge of MicroSoft Office, Word, Excel, PowerPoint.

 

MINIMUM QUALIFICATIONS: Four years of work-related experience in accounting and auditing related field.  A college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
