Position Overview and Responsibilities:

This is a highly responsible position leading technical project performance and measurement initiatives throughout state government on behalf of the Florida Digital Service (FL[DS]) alongside a group of highly motivated and team-oriented professionals to help drive the health and success of large technology projects. The ideal candidate for this position is perpetually and respectfully curious, an active listener, extremely detail-focused, highly reliable, action-oriented while dedicated to the professional development of their team, and capable of capturing customer needs while remaining present and engaged.

 


Responsibilities:

•    Effectively supervise performance of team leads to ensure division and agency performance goals are met or exceeded and complies with the Department’s employment policies and procedures and the State’s statutes and rules 
a.    Supervision - assigns balanced workloads; ensures quality of work and that deadlines are met; monitors productivity, attendance, and professionalism in the workplace.
b.    Directing Leadership - sets challenging goals; delegates and coordinates effectively; promotes innovation in achieving goals; sets examples for subordinates.
c.    Training - identifies performance gaps and coordinates with the division trainer to ensure training needs are met.
d.    Managing Change - initiates change effectively and adapts to necessary changes in operations; motivates employees to have positive attitude towards operational changes.
e.    Performance Appraisal/Feedback - effectively evaluates subordinates; encourages and initiates regular discussion of performance with subordinates; takes appropriate and timely action with marginal or failing performers; recognizes and rewards good performance.
f.    Discipline Administration - uses progressive and corrective discipline to improve performance/behavioral problems.

•    Provide consultation to agencies to create, maintain, and refine detailed project plans to minimize risks to IT projects and procurements.
•    Collaborate with internal and external leadership to maximize the overall health of IT projects, ensuring projects are on-time and within budget.
•    Provide independent and reliable analysis and reporting on all aspects of state IT projects while identifying, measuring and reporting on appropriate KPIs. 
•    Create documentation of operational processes, proposed business solution(s), and the impact (anticipated future state) of solution introduction.
•    Develop meeting agendas and lead project meetings accordingly.
•    In collaboration with the policy team, ensure compliance with all policy and procedure requirements, and provides recommendations for rule and policy changes.
•    Develop and maintain relationships with customers, constituents, and stakeholders to ensure persistent and reliable feedback on FL[DS] impact.
•    Understand and deliver on customer opportunities to help drive Florida’s digital transformation
•    Lead FL[DS] efforts on defined and targeted missions within a team of professionals to achieve measurable successes.
•    Assist in research initiatives to persistently improve the teams’ knowledge base and capabilities
•    Leads the development of training and onboarding content for enterprise project management staff. 
•    Participate in the creation of standardized templates aimed at streamlining operations across the enterprise.
•    Generate reports on relevant projects as necessary to inform on the status, risk, and/or opportunities of existing or prospective projects
•    Perform analysis, develop requirements, and maintain success criteria for each initiative
•    Other duties as assigned.

Certification/Educational Requirements and Preferences:

Minimum Qualifications:
•    Project Management Professional (PMP) certification is required

 

 

Highly Preferred Qualifications:

•    Certified Public Manager (CPM) certification preferred
•    PMI-ACP certification or other agile project management certification such as a Certified ScrumMaster® is preferred, but not required

 

 

Other job-related requirements for this position: 

•    Must have at least five years of experience managing a team.
•    Must have at least five years of experience in IT project management.
•    Must have at least three years of experience performing oversight of large IT projects or providing professional consultation to large IT projects.

•    Pursuant to F.S. 215.422 every officer or employee who is responsible for the approval or processing of vendors’ invoices or distribution of warrants to vendors are mandated to process, resolve, and comply as section 215.422 requires.

•    Ability to sit for extended periods of time. Ability to stand for extended periods of time. Ability to drive and/or fly for long distances. Ability to lift, push and pull up to 30lbs. 

•    Criminal background investigation including fingerprinting and statewide and national criminal history records check per Section 110.1127 Florida Statutes, Chapter 435 Florida Statutes and the Federal Bureau of Investigation’s CJIS Security Policy CJISD-ITS-DOC-08140.
