The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida’s current accounting and cash management systems with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes.

SPECIAL NOTES:
Four (4) years of project management experience required. A postsecondary degree may be used as an alternative for the years of experience on a year-for-year basis.
Additional requirement:
- Project Schedule creation and maintenance experience.
Preferences:
- Budget preparation and monitoring experience.
- Experience in State of Florida budgeting, including preparation of Legislative Budget Requests.
- Knowledge of Project Management best practices.
- Experience with State of Florida projects and/or contracts.
- Experience using Microsoft Project.
- Effective communication with multiple levels of an organization.
- Knowledge of Florida Statutes and Administrative Code relating to budget and project management.
- Experience using Microsoft Office Suite, including Outlook, Word, Project, and Excel.
This position requires a security background check, including fingerprint as a condition of employment.
The annual salary range for this position will be $60,000.00 - $75,000.00.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project, reporting to the Schedule and Budget Management Team Supervisor. Exercises discretion and independent judgement with respect to matters of significance. This position also provides consultation and expert advice to management and carries out major assignments independently.
Project Management
- Identifying project management challenges and recommending solutions.
- Supporting planning activities related to Project work and monitoring Project deliverables using the Project schedule and other tools as identified to promote timely and accurate scheduling and progress information for the Project.
- Verifying compliance with procedures and rules governing the Project.
- Analyzing Project performance using defined measures.
- Monitoring adherence to the Florida PALM Project’s standards and procedures, including the Project Management Plan and Standard Operating Procedures.
- Preparing and reviewing written reports and verbal communication for management, on the Project’s current status, progress, and budget.
- Supporting the review of Project Change Requests, Risks, Action Items, Issues, Decisions, and Lessons Learned.
Operational
- Maintaining and reviewing the Project schedule and monitoring Project progress; and recommending solutions.
- Creating and managing updates of the Project RADAR and translating Task Coordinator submitted updates to the Project Schedule.
- Reviewing Project deliverables and work products to confirm adherence to Project quality standards and acceptance criteria.
- Assisting in developing and maintaining procedures for recurring Project activities.
- Supporting the verification of compliance with policies and procedures for the administration of general revenue or other trust fund monies.
- Supporting the developing and management of the Project’s monthly, yearly, and life-to-date Project financial documentation including a Spend Plan, Legislative Budget Requests, and Quarterly Budget Amendments.
- Supporting the tracking of legislative appropriations, funding releases and projections, incurred and actual Project costs, and reporting this information to Project leadership.
- Supporting the drafting and maintaining other legislatively required documents such as the Project’s Long Range Program Plan.
- Supporting the review of solicitation documents in collaboration with Contracts and Resources.
- Supporting the preparation of the Project’s Status Reports.
- Supporting compliance with policies and procedures for the administration of general revenue or other trust fund monies.
- Supporting the management of the Project’s Project Management Plan and Standard Operating Procedures.
- Assisting with compliance with rules, regulations, and laws governing project management, including those established by Florida Digital Service.
