POSITION DESCRIPTION: Direct and guide the work of other team members during application system development or enhancement or support projects.  These systems are implemented in accordance with the Florida Department of Transportation’s (FDOT’s) Project Delivery Methodology (PDM).  This position is located in the Application Services Office of the Office of Information Technology (OIT).


Lead development, maintenance release and conversion projects.  Responsibilities include: coordinate project team members; estimate time requirements; schedule and assign tasks needed to meet the objectives of the project; report status; evaluate and document the impact analysis and risk factors associated with a project; resolve project issues.


Ensure computer components and applications adhere to business requirements, application rules, standards, practices and methodologies, accuracy of normal functions, converted data and integration with current application rules.


Perform thorough determination of user needs at a system and process level.  Design and document requirements and solutions to these needs using the most appropriate tools.  Provide assistance and training to other analysts and programmers.


Coordinate compliance with the OIT Product Delivery Methodology.  Provide guidance to project teams in all aspects of the methodology and deliverables, including the proper use of the PDM.


Monitor implementation and documentation of computer application systems in accordance with current Department standards and procedures.


Participate in the development and review of policies, procedures and standards within OIT.


KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Project Management principles and practices according to the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), knowledge of Information technology, knowledge of the principles and techniques of system development and maintenance life cycles, ability to lead teams on projects, ability to manage vendor led projects, ability to facilitate requirements gathering, ability to communicate written and orally with multiple levels in an organization, ability to provide concise reporting, ability to quickly respond to status inquiries, ability to work with stakeholders to identify, document, and test requirements, ability to analyze processes and workflows, ability to use Microsoft Office and MS Project, familiar with computer basics.

 

OTHER JOB RELATED REQUIREMENTS: This position may be entrusted with access to confidential or sensitive data, with specific authorization from the Application Services Manager.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and three years of experience in computer systems analysis and/or computer programming; or A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and two years of experience as described above; or A master's degree from an accredited college or university in one of the computer sciences or in management information systems and one year of experience as described above; or A doctorate from an accredited college or university in one of the computer sciences or in management information systems; or Four years of experience as described above and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems. Experience as described above can substitute on a year-for-year basis for the required college education. Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.
