Position Overview and Responsibilities:

The Emergency Coordinating Officer (ECO) is responsible for leading and managing the Department of Management Services’ (Department) emergency preparedness, response, and recovery efforts. The ECO will serve as the primary liaison for emergency support function (ESF) coordination, particularly with the Division of Emergency Management (DEM), ensuring seamless execution of emergency response activities. The role includes overseeing agency-wide emergency preparedness training, continuity of operations (COOP) planning, and the development of policies to enhance organizational resilience.

 

Key Responsibilities:

  • Lead and coordinate the Department’s emergency response efforts, acting as the ESF7 lead for collaboration with DEM.
  • Serve as the main point of contact for internal and external communication during emergency situations.
  • Build and sustain effective relationships with both internal teams and external stakeholders to ensure timely coordination during emergencies.
  • Develop, implement, and update the Department’s emergency management policies and procedures.
  • Oversee the continuity of operations (COOP) planning to ensure preparedness for any disruption.
  • Support procurement efforts as needed to ensure operational readiness during emergencies.

The key knowledge, skills, and abilities needed to ensure the ECO can effectively manage emergency situations, lead response efforts, and enhance the organization’s overall preparedness:

 

Knowledge:

  • Emergency Management Principles: In-depth understanding of emergency preparedness, response, recovery, and continuity of operations (COOP) planning.
  • Risk Management: Familiarity with risk assessment, mitigation strategies, and crisis management practices to anticipate and effectively address potential emergencies.
  • Procurement Processes: Understanding of procurement procedures, especially in times of emergency, to ensure efficient and compliant acquisition of necessary resources.
  • Communication Systems: Knowledge of communication tools and protocols to facilitate effective messaging and coordination during emergencies, both internally and externally.

 

Skills:

  • Leadership and Coordination: Strong ability to lead and manage cross-functional teams during emergencies, ensuring clear roles, responsibilities, and efficient execution of response strategies.
  • Stakeholder Engagement: Excellent interpersonal skills for building and maintaining relationships with internal staff, external partners, and government agencies.
  • Analytical Skills Ability to assess emergency situations, identify risks, and develop solutions to ensure effective response and recovery efforts.
  • Project Management: Strong organizational and time management skills to coordinate various emergency preparedness and response activities simultaneously.
  • Training and Development: Ability to lead training sessions to ensure agency-wide preparedness for emergencies.

 

Abilities:

  • Problem-Solving: Ability to think critically and make decisions under pressure, especially in high-stress emergency situations.
  • Adaptability and Flexibility: Ability to adjust quickly to changing circumstances during emergencies and lead others through evolving situations. Ability to prioritize and re-prioritize in a fluid environment.
  • Decision-Making: Strong judgment and decision-making skills, particularly when dealing with complex and unpredictable situations.
  • Collaboration: Ability to work well with various departments, external partners, and emergency response teams to achieve common goals during emergencies.

 

Minimum Qualifications:

  • Two (2) years of experience in emergency management, crisis response, or a related field. And at least 2 years of additional professional experience in the areas of project management, contract management, or related business field. 
  • Experience in coordinating emergency response efforts, including working with internal teams, external stakeholders, and government agencies.
  • Ability to work extended hours during declared emergencies.
