Position Overview and Responsibilities:

This position reports to the Chief of Property Services and is responsible for providing professional support to the Chief and staff including preparing and maintaining spreadsheets on various issues and generating reports per the Chief's request.

  • Provide recommendations to promote the most efficient and effective accomplishment of the operating objectives at the lowest cost.  Establish timetables for completion of specific tasks.  Conduct special studies, inquiries to analyze problems and issues stemming from management practices and recommends corrective action. 
  • Compose routine correspondence.
  • Supervise Property Logistics Section’s day-to-day operations and staff as required.   Set goals and objectives for direct reports and complete evaluations as required.  Review and approve time and attendance.  Communicate clearly and frequently with staff to ensure mission and tasks are clear. Provide prompt and courteous customer service.
  • ​​​​​​​Participate in the development of statewide policies, procedures, guidelines and standards, pertaining to real property management and utilization to assure efficient and economical utilization of space.
  • ​​​​​​​Manage the day-to-day parking process by ensuring parking contracts are in accordance with applicable rules, statutes and policies. Conduct a high-level review and make recommendations to management.  
  • ​​​​​​​Assist the Division in the formulation of paid parking procedures for the State and interprets and administers parking policies for all departments as directed by the Florida Statutes.
  • Collect and analyze parking statistical data for planning future structures and the operations of existing garages.  This data includes number of spaces in similar facilities, ratio of spaces to employees in comparison to agency employee count, average oversell percentage in state facilities, etc.
  • ​​​​Ensure the reconciliation of the paid parking file payroll deductions. Ensure the follow-up on discrepancies with the various departments to ensure corrections are made and fees collected. 
  • ​​​​​​​Manage & supervise the reservations of space in the Florida Facility Pool Buildings with emphasis on the Capitol Complex.
  • ​​​​​​​Communicate as needed regarding reservations at the Capitol Complex with management and senior management.
  • ​​​​​​​Support land-lease functions as appropriate for the Florida Facilities Pool and potential decision-making strategy for the State's Portfolio.
  • ​​​​​​​Assist in the development of the Bureau of Property Services spend plan/budget.
  • ​​​​​​​Assist with special projects and initiatives as directed; keep supervisor and management informed of project status and other related issues. Conduct other duties as requested to meet the mission of the agency.
  • ​​​​​​​Optimize technologies utilized by the Bureau, act as the technology subject matter expert where appropriate and lead the Bureau in implementation of new technologies as a change agent. 
  • ​​​​​​​Provide general management administrative duties including the writing of employee performance evaluations and review of work-related performance.  Addresses employee performance issues promptly and uses corrective action to resolve performance problems.  Recommends disciplinary action if necessary and provides recommendations for training and continued education. Works with the Division’s Human Resource Liaison to document performance-related issues.  Performs employee Performance Planning and Review within designated time periods in accordance with DMS procedures.  Supervises subordinates, reviews and approves time sheets, purchasing card procurement documentation. Ensure subordinates receive the required training when appropriate approvals and funding have been acquired.  Provides appropriate documentation to the appropriate personnel office and other agency offices as required. Ensure leave requests are submitted and approved in accordance with established DMS rules and procedures. 
  • ​​​​​​​Perform other duties as assigned by supervisor and keep supervisor informed of potential issues.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with a major area of study related to real estate, business, or communications and two years of relevant professional experience. A minimum of three years of relevant professional management experience. Experience in a real estate related field, construction or accounting, can substitute, on a year-for-year basis, for the required college education.
  • Intermediate, or above, skill in the use of Microsoft Office Suite including Word and Excel.
  • Valid and applicable driver’s license.
  • Preference may be given to eligible applicants with additional supervisory experience or experience drafting, evaluating, and space planning for real property.

Preferred Qualifications:

  • Five or more years of supervisory experience.
  • Knowledge of Florida Statutes and Florida Administrative Code.
  • Contract management experience.
  • Project management experience.

This position requires:

  • Ability to travel. Prolonged periods of time walking, standing, sedentary work and repetitive motion and ability to drive and/or fly for long distances.
  • A valid and applicable driver’s license is required.
  • Ability to drive and/or fly long distances.
  • Ability to lift, push and pull up to 30lbs.
