This is a highly responsible professional position located within the Division of Children’sMedical Services (CMS), Bureau of Child Protection and Special Technologies. This position reports to the Bureau Chief and provides oversight of the Child Protection Program (which includes the Contract Management Unit). This position is also responsible for providing direction and oversight of contract and grant management, contract development and implementation, budgeting and fiscal analysis, financial reporting, administrative,programmatic, and quality assurance monitoring, budget issue proposals, bills analysis, and implementation of new bills passed by legislature, statewide trainings and meetings. Furthermore, this position ensures that the Child Protection Program complies with State and Federal laws, rules, regulations, policies, and procedures required by the Department of Health.

 

Your Specific Responsibilities:


Supervision
This position directly supervises and provides oversight of the Contract Management Unit Director, State Clinical Coordinator (for Sexual Abuse Treatment Programs ‘SATP’), Child Protection Team (CPT) Training and Technical Assistance Coordinator, CPT Quality Assurance and Technical Assistance Coordinator, Child Protection Program Specialist, and an Administrative Assistant. Supervision of staff includes, but is not limited to, hiring, conducting individual and team meetings, developing, performance evaluations, and coordinating various work assignments between staff.


Oversight of Contract Management Unit:
Responsible for directing, supervising, and providing oversight of the Contract Management Unit Director to ensure that contractual, scope of work, and purchase order requirements comply with departmental, local, state, federal, and other policies, and procedures. Provide direction and assist with developing, monitoring, reviewing, and preparing routine contract documents in accordance with the Department’s policies. Provide oversight of contract budgets, expense reports, reconciliations, and invoice payments. Assist with the development and implementation of internal documents, forms, processes, and procedures to track and monitor contract activities. Conduct quality assurance contract file reviews as required and make recommendations. Collaborate with legal, contract administration, finance and accounting, Department of Financial Services, and providers as needed.


Legislative Activities
Assist with Budget Issue Proposals, Legislative Bill Analysis, Long Range Project Plans, implementation of new bills from a policy perspective, and other related activities. Coordinates activities related to the development of Legislative Budget Requests and funding allocation methodologies for providers. 

 

Funding Methodology and Resource Allocation

Participates in the analysis and determination of methodologies for equitable distribution of resources to providers. Review and analyze policies, procedures, and other directives which affect the operation of contracted providers.


Training, Travel, and Expertise
Responsible for completing required supervisory and non-supervisory trainings. Train and orient new and existing staff to processes, policies, and procedures. Travel to participate in programmatic and quality assurance monitoring’s for providers. Initiate or participate in specialized tasks, projects, work groups, or advisory committees. Participate in quality assurance reviews to determine if compliance administrative and financial compliance according to contract requirements, policies, and procedures were met. Assist in the collection and analysis of data relating to key performance indicators.

Required Knowledge, Skills, and Abilities:

 

  • Knowledge in problem solving, decision making and analytical skills
  • Knowledge in information systems technology supporting the collection and analysis of data for state and national reports.
  • Knowledge of fiscal, managing grants, budgetary principles and contract requirements
  • Knowledge of generally accepted budget and contract management policies and procedures.
  • Knowledge of computer software, to include Word, Outlook and Excel.
  • Skills in customer service orientation; effective leadership & management.
  • Ability to plan and develop program
  • Ability to maintain effective relationships with other staff, providers, and agencies.
  • Ability to supervise people effectively,determine work priorities, and assign work tasks
  • Ability to communicate effectively both verbally and in writing
  • Ability to effectively develop, coach and motivate staff
  • Ability to make sound decisions by weighing the relative costs and benefits of a potential action
  • Ability to interpret, understand and apply applicable rules, regulations and policies and procedures.

 

Preferred Qualifications:

 

  • Bachelors or master’s degree in a human services field.
  • Two (2) years of supervisory experience
  • Two (2) years of experience working within the field of child welfare or related programs.

 

Required Qualifications:

  • Must have experience with working with Microsoft Office applications experience.
  • Must be willing to travel on an overnight basis to attend meetings, trainings, etc.
  • Must have a valid driver’s license.
  • Must be willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or
    Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster,
    man-made or natural.
