POSITION DESCRIPTION:
This position is located in the Commodities and Contractual Services Unit, involved in the procurement/contracting for contractual services and commodities under bid threshold or by previously established contract, acquired for Central Office. This position manages the procurement/contracting process to insure quality commodity/service at a fair price, open competition, equitable awards and utilization of Minority Business Enterprises/Disadvantage Business Enterprises in accordance with law, rule, and applicable Department of Transportation (DOT) policy, procedure and practice. This position has financial disclosure responsibility in accordance with section 112.3145, Florida Statutes.
Acquires contractual services and commodities under bid threshold through informal quote, proposal, single source, invitation to bid (ITB), and Request for Proposal (RFP). Processes acquisitions from PRIDE, Respect, DOT contract, state contract, and non complex exempt purchases of any cost. Seeks approval from appropriate DOT representative or contractor as specified by policy, procedure and practice. Analyzes procurement requests, reviews specifications/scopes, provides instruction to project managers, coordinates critical events, reviews and evaluates quotes/proposals and issues purchase orders and written agreements.
Conducts informal training sessions for Central Office project and cost center managers and consultant/contractor/vendors to improve understanding of the Department’s procurement process. Provides contract maintenance. Prepares and manages supplements, amendments, extensions, change orders and renewals of contracts. Coordinates with project managers, the legal office, comptroller and consultant/contractor/vendor as appropriate in order to provide timely action to existing contracts. Reviews contracts for validity of pending action and follows through with timely and appropriate action.
Provides administrative support through telephone and receptionist backup, reviews and approves purchase requisitions, verify encumbrance, distribute contract documents, input bid/proposal documents in Vendor Bid System for advertisement, maintain files, distribute bid/proposal solicitations, assist with bid openings and create bid tabulations.
Compiles and provides tracking/production data in appropriate form. Provides monthly, weekly, and daily information as requested in various forms and maintains procurement files. Accomplishes other duties and special projects, as assigned by the Administrator.
Assists with Purchasing Card Quality Assurance Reviews for the Central Office cost centers and ensure compliance with the procurement requirements of the Purchasing Card Procedure.
Serves as the secondary web author.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge, skills and abilities, including utilization of equipment, required for the position. Knowledge of Florida laws, rules, procedures and practices governing the procurement of contractual services and commodities. Knowledge and experience with ITBs, RFPs, Single Sources, and Exempt procurements; Knowledge of the MyFloridaMarketPlace (MFMP) eProcurement system and ability to create requisitions, contracts, and perform searches in the MFMP system. Ability to plan, develop and coordinate the procurement of non-complex projects for contractual services and/or commodities by utilizing the methods of procurement authorized in FL statute 287; Ability to communicate effectively; Ability to work independently and to maintain effective working relationships with the consulting/contracting/vendor community, other governmental entities, and Department Project Managers/Cost Center Managers and employees; Skilled in the use of computer based spreadsheets, databases, and word processing applications.
MINIMUM QUALIFICATIONS:
An associate’s degree from an accredited college or university; Nonprofessional experience as described can substitute on a year-for-year basis for the required college education.
