MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and four (4) years of experience, comprising of one (1) year of professional experience in purchasing, competitive bidding, procurement, and/or project/contract management and three (3) years of previously described experience and/or professional/non-professional administrative experience.

JOB DUTIES:
This is a full-time position located in the Purchasing Section of the Bureau of General Services. The incumbent in this position serves as primary support to all purchasing professionals. This position is responsible for independent production work involved in the issuance of state purchase orders for the department statewide, including solicitations.
Screen and approve requisitions, purchase orders, and reports for accuracy and conformance with departmental policies and procedures, rules and statutes governing procurement of commodities and services. Assist division personnel with locating sources of supply and procedures for obtaining competitive price quotations. Process requests for amendments and cancellation of purchase orders. Ensure exceptional request/authorization/certification letters are obtained for purchase order issuance. Communicate with writing, by telephone, or in person with vendors and other agency personnel regarding purchasing activities of commodities/services and other related duties as directed. Sign departmental purchase orders, when needed.
Prepare bid specifications, legal advertisements, single source, and bid documents for the issuance of formal bids. Conduct bid openings, tabulate bids, analyze bids for responsiveness to specifications and conditions and make recommendation for award.
Serve as back-up Security Administrator for the procurement system, including reporting problems directly to the Help Desk, if necessary. Assist departmental and purchasing personnel with usage and/or problem inquiries regarding the procurement system, including providing follow-up to reported problems. Assist in training activities when required.
Assist with maximizing workflow and productivity of the Purchasing Office. Review and assist in the planning and development of work assignments and procedures. Provides prompt and courteous phone coverage for the Purchasing section and back-up phone coverage for the Division of Administration, when required. Receives and distributes incoming mail on a daily basis, when required.
Perform other related work as required.
