The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:

  • This is a highly responsible administrative position in which the incumbent performs a wide variety of complex duties.  A detailed knowledge of the organization and operations of the Division of Retirement is required, as well as knowledge of purchasing, personnel, budgeting, property and inventory control, and general bookkeeping and accounting procedures.  The incumbent must be a proficient user of Word and Excel.
  • Serves as Division liaison for the MyFloridaMarketPlace (MFMP) e-procurement program. Prepares all purchase requests for Information Technology and for the Administrative Services Section and Director’s Office. Provides on-site assistance to Division users and approvers of all purchases through (MFMP).  Coordinates with Departmental Purchasing in resolving issues with the purchasing process. Processes payments in MFMP. This position requires extensive knowledge of commodity codes, vendor numbers, procurement codes, object codes, and general purchasing procedures.
  • Serves as Division liaison with Departmental Purchasing Card Administrator. Provides on-site assistance to Division P-card holders and approvers, resolves P-card problems with vendors, invoicing, deliveries, etc. Conducts spot checks audits of P-card records of Division P-card holders. Prepares P-card requisitions, reconciles all P-Card purchases, and maintains permanent audit trail records for the Administrative Services Section, Audit Section, as well as Offices of the Director and Assistant Director.  Approves P-card purchases and maintains complete and accurate records of all P-card activities. This position requires extensive knowledge of commodity codes, vendor numbers, procurement codes, object codes, and general purchasing procedures.
  • Serves as the primary point of contact for facilities management and maintenance issues (janitorial services, renovations, air quality issues, and other miscellaneous property management activities). 
  • Assists and maintains files and records on all contracts and maintenance agreements both electronic and hardcopy; maintenance agreements; shredding services; copier, fax, and other equipment repairs and records;
  • Assists with all section responsibilities and duties relating to the telephone system and security system as well as all other general administrative services activities.  Assists the supervisor with, or coordinates as requested, routine and ad hoc administrative and management reports and projects, including those related to the Division’s annual spend plan. Coordinates special projects with Division and Departmental staff, and staff from other agencies as required.
  • Performs other duties as assigned and offers skills to other bureaus/sections during peak periods.

Minimum Qualifications:

  • Professional purchasing or procurement experience which involved competitive bidding.
  • Procuring goods and services through MFMP. (preferred)
  • Purchasing goods and services using a state of Florida P-Card. (preferred)
