MINIMUM REQUIREMENTS:
 

Three (3) years of professional procurement experience; or
 

A bachelor’s degree from an accredited college or university and one (1) year of professional experience in professional procurement.

JOB DUTIES:
 

This is a highly professional position with specialized duties requiring independent decision making and administrative oversight for complex procurement projects and assignments. The incumbent in this position reports to supervisor and provides professional assistance in all areas of purchasing functions and procedures on a statewide basis. This is work implementing, administering and interpreting centralized purchasing policies and procedures, rule and law, which includes researching and compiling information necessary for developing standards and solicitation specifications. This work also includes conducting market research to determine commodity or service availability, location, distribution, pricing structure, and merchantability to ensure proper method of procurement in accordance with rule and law.
 

Processes competitive solicitations for commodities and/or contractual services over Category II ($35,000) as the department’s purchasing liaison, mediator and consultant. Generates internal and external correspondence, reports, technical and/or non-technical specifications for competitive solicitations in accordance with departmental policies and procedures. Prepares advertisements for competitive solicitations in proper format as directed by rule and law, obtains appropriate departmental approvals and post notices on the MyFloridaMarketPlace Vendor Information Portal (VIP) and/or Florida Administrative Register (FAR) as applicable. Represents the department as acquisition expert during pre-bid and evaluation committee conferences. Generates and/or disseminates all procurement documents, facilitates meetings and assists as the purchasing liaison in department led negotiations, evaluations and vendor administrative reviews.

Tabulates bids, evaluates scores and administers vendor award notices on the VIP. Assist the Purchasing Director and/or Purchasing Office staff in various competitive solicitations as needed.

 

Processes Request for Quotes for commodities and/or contractual services from State Contract vendors pursuant to the provisions of the State Contract. Process Agency Alternate Contract Source requests pursuant to Rule 60A-1.045 Florida Administrative Code.
 

Processes non-competitive / single source solicitations for commodities and/or contractual services over Category II. Generates internal and external correspondence, reports, and non-technical specifications in accordance with departmental policies and procedures, rule and law. Prepares and obtains applicable forms, departmental approvals and facilitates advertisement notifications on the VIP.
 

Maintains department procurement files to ensure each file is accurately assembled, properly documented, stored in a logical manner and meets all public record requirements and retention schedules. Maintains current and accurate files of approved field purchase order book requests and issuance, records of authorized personnel, and assists division personnel in proper usage.
 

Assists in answering and distributing incoming Purchasing Office telephone calls, receives visitors, answers routine inquiries from employees and vendors regarding content of solicitations, requisition or purchase order information. Assists in conducting vendor or departmental staff training and/or workshops related to public procurement procedures.
 

Performance related work as required.
 

KNOWLEDGE, SKILLS, AND ABILITIES:
 

  • Working knowledge of Chapter 287, F.S.
  • Ability to apply rules, regulations, policies and procedures relating to the public procurement process
  • Ability to plan, organize and coordinate work activities
  • Ability to write scope specifications and solicitation evaluation criteria
  • Ability to utilize problem solving techniques
  • Ability to maintain purchasing records
  • Ability to communicate effectively verbally and in writing
  • Ability to establish and maintain effective working relationships with others.
  • Proficiency using a computer including Microsoft Word, Excel, and Outlook, and the VIP.
  • Ability to work effectively in an independent and team-centric environments, serving on procurement project teams and collaborating with other divisions/offices, agencies, and private businesses.
