Purchasing Analyst Job Duties:
This position serves as administrative staff member in the Office of Agricultural Law Enforcement (OALE).
PURCHASING COORDINATOR: Responsible for the overall procurement processes for OALE, including preparation of Formal Bids, Requests for Proposals, Written/Verbal Quotes and Purchase Orders entered into the department’s AIMS. Serves as the OALE Purchasing Coordinator, working with vendors, various individuals, groups and organizations, both within and outside of the department. Obtains specifications for purchase and acquisition of equipment and materials. Maintains all pending, assigned and closed records relating to operations. Responsible for maintaining knowledge of all state and department contracting and procurement requirements. Acts as contract manager for purchases as required.
Process Requests for Quotes: For commodities and/or contractual services from State Contract vendors pursuant to the provisions of the State Contract. Process Agency Alternate Contract Source request pursuant to Rule 60A-1.045 Florida Administrative Code.
WEX CARD RECONCILIATION: Reconciles all vehicle card charges to items reported on the vehicle logs submitted by the card users and notifies the property section of any corrections. Research discrepancies between the vehicle logs and the fuel card payment system. Analyzes all charges to ensure they are reported correctly and that all receipts are correct.
PROVIDES EXECUTIVE ASSISTANCE: Assists the Director and Executive Staff with special assignments in the areas of purchasing, policies and procedures, and contract management. Responsible for analyzing and detecting specific management and administrative programmatic problems and recommending effective solutions to the Director, Fiscal Manager and/or other Executive Staff. Much of this work is independent, analyzing, developing and assisting in the installation of improved managerial policies, practices, records, methods, procedures and organizational structures. Prepares financial charts, graphs, and reports to be used in improving management and the fiscal operations of the organization.
Receives and responds to phone, mail and electronic inquiries pertaining to OALE fiscal matters. Prepares requested reports and processes fiscal related correspondence.
Performs other job-related job duties as required.
Minimum Qualifications:
- Three (3) years of professional procurement experience; or A bachelor’s degree from an accredited college or university and one (1) year of professional experience in professional procurement. Requires possession of a valid driver license.
Selection Process - The OALE selection process takes approximately three to four months to complete. Steps to complete the selection process include, but are not limited to:
- A completed State of Florida Employment Application.
- A completed Office of Agricultural Law Enforcement Civilian Supplemental Application.
- Oral Review Board.
- Background Investigation.
- Fingerprinting.
- Drug Screening.
