The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:
This position reports directly to the Departmental Purchasing Deputy Director and is responsible for assisting the divisions with the competitive procurement of commodities and services for the Department of Management Services, Departmental Purchasing Office.  This position must have working knowledge of Florida Statute Chapter 287 and Florida Administrative Code (F.A.C.) Rule 60A.  Manages the competitive solicitations - Invitation to Bid (ITB), Request for Proposal (RFP) and Invitation to Negotiate (ITN) - including review of all solicitation documents, ensuring all stages of the process are timely and in accordance with statute, rule and procedure. Encourages and supports the program areas to find and aggressively pursue savings at all times. 

  • Reviews and approves requisitions in MyFloridaMarketPlace (MFMP) for accuracy, ensuring all requisitions are in line with Florida Statute, Rule 60A F.A.C., and Department of Management Services’ Departmental Purchasing Policy and Procedure. Reviews all contract and contract amendment documents, including renewals, extensions and operational amendments. Ensures all contracts and contract amendments are written to a professional standard, and in line with contract terms, Florida Statute, Rule 60A F.A.C, and Department of Management Services’ Departmental Purchasing Policy and Procedure.
  • The position is responsible for Requests for Quotes (RFQs) which may be off of state term contracts or using alternate contract sources.  This position must have working knowledge of Florida state term contracts and the RFQ process.  Reviews thoroughly all RFQs, and manages the RFQs in MFMP.
  • Attends meetings or trainings to keep abreast of current changes and/or additions to purchasing rules, laws and procedures to maintain and increase professional development.  Manages Special Projects as directed by supervisor and provides opinion, recommendations and findings related to such projects.
  • Ensures all solicitation documents and contract administrator hardcopy and electronic files are held in accordance with Department of Management Services’ Departmental Purchasing Policy and Procedure, Department of State retention schedules, and Florida Statutes.  Assists with Public Records Requests as needed.

Minimum Qualifications:

  • Bachelor’s degree or equivalent experience in professional purchasing or procurement
  • 2 years of professional public sector purchasing
  • Experience managing competitive procurements, such as acting as the procurement officer or procurement manager
  • Florida Certified Contract Negotiator (FCCN) and/or Florida Certified Contract Manager (FCCM) preferred
