Position Overview and Responsibilities:

The purchasing analyst position reports directly to the Deputy Director within Departmental Purchasing and is responsible for providing procurement support throughout DMS. This position must have working knowledge of Florida Statute Chapter 287 and Florida Administrative Code Rule 60A.  Manages complex competitive solicitations - Invitation to Bid (ITB), Request for Proposal (RFP) and Invitation to Negotiate (ITN) - including review of all solicitation documents, ensuring all stages of the process are timely and in accordance with statute, rule and procedure. Assists the program areas with identifying optimal procurement methods and developing procurement strategies. Conduct research and analyzes data in support of procurement strategy development. Process single source and agency alternate contract source requests, ensuring compliance with all applicable laws, policies, and procedures. Specific responsibilities include, but are not limited to, the following:

 

Draft, review, and manage Requests for Quotes (RFQs) for products and services, including purchases from State Term Contracts, alternate contract sources, and U.S. General Services Administration (GSA) eBuy.  Review and approve purchase requisitions in MyFloridaMarketPlace (MFMP), ensuring that purchases comply with all applicable laws, policies, and procedures.

 

Review all assigned contract, amendment and agreement documents, including renewals, extensions, operational amendments, software license agreements and product maintenance agreements. Ensure all contracts, amendments and agreements are written to a professional standard, and in line with contract terms, Florida Statute, Florida Administrative Code, and Departmental Purchasing Policy and Procedure. Assist program areas with negotiating optimal terms, conditions and pricing for contract amendments and agreements. Manage the document routing and review process for all assigned contracts, amendments and agreements.

 

Ensure all procurement documents and contract administrator electronic files are held in accordance with DMS’ Departmental Purchasing Policy and Procedure, Department of State retention schedules, and Florida Statutes.  Assist with Public Records Requests, as needed. Attend meetings and training to remain aware of changes and additions to purchasing rules, laws, and procedures to increase professional development. Manage special projects as directed by the supervisor and provides opinions, recommendations, and findings related to such projects.

Minimum Qualifications:

  • High school diploma or equivalent (college experience preferred but not required).
  • At least two years of professional public sector purchasing experience in Florida
  • Experience managing complex competitive procurements, such as acting as the procurement officer or procurement manager.
