WORKING TITLE: PURCHASING ANALYST - SES
This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, Fl in the Bureau of Procurement.
The mission of the Bureau of Procurement in the Florida Department of Corrections (FDC) is to ensure the efficient, ethical, and cost-effective acquisition of goods and services necessary for the Department's operations.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Drafting complex technical solicitations, performance requirements and evaluation methodologies used in formal and informal solicitation processes.
- Administering the advertisement of formal competitive solicitations, single sources and other public notices.
- Assisting in the determination of responsiveness with regards to bids, proposals or replies received from participating vendors.
- Facilitating and attending public meetings.
- Communicating and consulting with various Department personnel regarding their needs for commodities and services.
- Serving as the Procurement Officer for assigned solicitations.
- Reviewing and approving requisitions through MyFloridaMarketPlace/Ariba on Demand (MFMP/AOD), as needed.
- Representing the Bureau of Procurement in resolution of problems; determining recourse where possible; preparing correspondence to begin the resolution process; and seeking legal counsel as needed.
- Compiling information from various sources to prepare reports and ensuring that required reports are submitted accurately.
- Serving as a records custodian; maintaining files for competitive solicitations and other projects as required for auditing purposes; providing auditors with purchasing information as requested.
- Staying abreast of all State and Department rules, laws, regulations, policies and statutes that impact the purchasing profession.
- Representing the Bureau of Procurement at various functions including statewide meetings, pre-bid conferences, and site visits. Prioritizing and distributing workload assignments to professional procurement staff.
- Acting as a liaison and consultant between vendors, accounting and procurement staff to resolve disputes/problems in a timely manner.
- Analyzing data and making recommendations for improving current procurement processes.
- Assisting Bureau leadership staff by bringing unusual problems to their attention, or matters requiring escalation.
- Providing direction and technical support regarding My Florida Market Place/Ariba on Demand (MFMP/AOD) .
- Assisting the Purchasing Specialist Supervisor with the review of procurement documents, as necessary, and representing the Department in interactions with other agencies and vendors.
- Acting as the Purchasing Specialist Supervisor in his/her absence.
- Preparing performance evaluations and approving leave for subordinate procurement staff.
- Training and mentoring Bureau Staff.
- Participating in and demonstrating positive support for Bureau and Leadership initiatives.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the State of Florida purchasing rules and regulations, procedures, techniques, and practices relating to
- Chapter 287 and Chapter 255, Florida Statutes.
- The ability to effectively communicate with technical and programmatic staff. Knowledge of strategic sourcing best practices and negotiation strategies:
- Proficiency in desktop applications including Microsoft Word and Excel, MyFloridaMarketPlace/Ariba on Demand
- (MFMP/AOD), and the Vendor Information Portal (VIP);
- Knowledge relating to methods of compiling, organizing and analyzing data to make recommendations for improving current procurement processes using methodologies such as life cycle costing, best value and negotiations.
- Ability to effectively communicate both verbally and in writing.
- Ability to provide great customer service to internal and external customers by interacting in a tactful and courteous manner.
- Ability to communicate effectively, both verbally and in writing, to technical staff and Department leadership.
- Ability to work effectively in independent and team-centric environments, serving on procurement project teams and working with other programs, agencies and private businesses.
- Skilled in writing and effective speaking; and
- Skilled in presentations, teambuilding and leadership.

REQUIREMENTS:

- Must possess a high school diploma or its equivalent.
- Must have four (4) years of professional procurement/sourcing experience.
PREFERRED QUALIFICATIONS:
- Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), Florida Certified Contract Manager (FCCM); Certification as a Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer.
- (CPPO), Certified Associate Contracts Manager (CACM), Certified Professional Contracts Manager (CPCM), or a Certified Purchasing Manager (CPM).
- Prior government procurement experience specializing in Chapter 255, Florida Statutes.
- Experience using MyFloridaMarketPlace's Analysis Tool.
Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.

BACKGROUND SCREENING REQUIREMENT
