Position Overview and Responsibilities:
The Purchasing Analyst Supervisor serves within the Division of State Purchasing. The position is responsible for leading, inspiring, and developing a team of procurement professionals to ensure the successful execution of competitive solicitations and the development of procurement strategies that deliver best value for the State of Florida. Essential responsibilities include:
- Leading, training, and mentoring staff, including ongoing performance evaluation and communication.
- Developing, communicating, and implementing procurement strategies for assigned categories.
- Conducting market research to support sourcing strategies and achieve targeted cost savings.
- Leading the development and execution of competitive solicitations, including ITBs, RFPs, and ITNs.
- Identifying new sourcing opportunities and recommending solutions to achieve optimal value.
- Developing and implementing negotiation strategies based on vendor analysis and market conditions.
- Identifying, adopting, and implementing procurement best practices across the team.
- Ensuring compliance with State Purchasing policies, procedures, procurement rules, and applicable Florida Statutes.
- Performing other duties as assigned.
Knowledge, Skills, and Abilities:
- Ability to lead, train, and coach team members in procurement practices and market research.
- Ability to communicate effectively, both verbally and in writing, and to prioritize multiple tasks.
- Ability to interface professionally with senior government officials, supplier executives, and public agency leadership.
- Ability to influence change and develop innovative, cross-functional solutions.
- Ability to analyze category spend, supplier markets, and industry trends.
- Skill in developing and conducting competitive solicitations.
- Skill in managing, analyzing, and documenting large datasets.
- Skill in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Knowledge of public procurement, contract management, and negotiation.
- Knowledge of Florida Statutes, Florida Administrative Code, and contract law.
- Knowledge of the 7-step procurement model and current best practices in sourcing and solicitation development.
Qualifications:
Minimum:
- Bachelor’s degree and two years of professional experience; or four years of professional experience in procurement, competitive solicitations, project management, or a related business field.
• Knowledge of State of Florida purchasing statutes and rules.
Preferred:
- At least one year of supervisory experience leading or coaching teams.
- Florida Certified Contract Negotiator (FCCN) certification and Project Management Professional (PMP) certification.
