Minimum Qualifications:

  • One year (1) employment experience working in a professional office environment performing administrative or clerical functions
  • Computer proficiency includes Microsoft Office Word, Excel and Outlook.

 

 
Preferred Qualifications: 
Preference will be given to candidates with the following qualifications:

  • One or more years of working in the State of Florida’s People First system
  • One or more years of experience working with People First Talent Management
  • Two years of relevant experience may be substituted for an associate degree.

 

 

Requirements:

 

  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. 
     
  • Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida's citizens in a positive and proactive manner and by listen Ing to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC's invoice processing and warrant distribution procedures.

Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

The Purchasing Specialist is a highly responsible position within the General Services' Purchasing Office in the Contract Administration section. The Incumbent is responsible for job duties related to contracts, expenditure grants and customer service as listed below. This position requires a working knowledge in the preparation of contracts, amendments, renewals and extensions; maintaining contract files; contract management; contract reporting and closeout. This position ensures the Commission's compliance with State, Federal and Commission laws, rules, regulations, policies and procedures.

Contracts:

  • Required to demonstrate knowledge of rules, statutes, regulatory authorities and Commission policies regarding contracts.
  • Review and process contracts/agreements, amendments, task assignments, change orders, renewals and extensions.
  • Ensure timely execution of contract documents through detailed tracking and monitoring of deadlines and actions.
  • Provide contract management technical assistance on an ongoing basis for contract managers and other staff associated with contracts.
  • Enter and update data into the Florida Accountability Contract Tracking System (FACTS) website.

Customer Service:

  • Required to proactively identify and meet the needs of all customers both internally (and externally (e.g., citizens, vendors, recipients, other agencies).
  • Expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful and concerned for the customer at all times.

Other:

  • Assist with other sections within Purchasing on an as needed basis. Duties may Include, but are not limited to, accurately reviewing and processing MyFloridaMarketPlace (MFMP) requisitions, formal procurements, etc.
  • Attend training and conferences, as necessary.
  • Perform other duties and special projects, as required.
  • Assist in the development of documentation, manuals, or procedures related to the Commission's procurement practices.

 


 
Knowledge, Skills and Abilities:


• Knowledge of procurement, including purchasing, contracting and competitive solicitation.

• Knowledge of and ability to effectively use computers and the following applications: Microsoft Word, Excel, PowerPoint, Outlook,

SharePoint, Adobe Acrobat, and DocuSign

• Knowledge and comprehension of Chapters 112, 119, 120, 215, 216, 255, 283, 286, 287 and 413, Florida Statutes; Chapters

60A, 600, 691, Florida Administrative Code; CFO Memoranda

• Ability to develop contracts to include scope of work, deliverables, performance measures and financial consequences.

• Ability to communicate effectively and accurately verbally and in writing, including use of proper grammar, spelling and

composition of the English language.

• Ability to prioritize, organize and perform multiple work assignments while meeting deadlines and maintaining scheduled

timeframes in a fast-paced environment with competing deadlines.
