WORKING TITLE: PURCHASING SPECIALIST SUPERVISOR - SES
This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL in the Bureau of Procurement.
The mission of the Bureau of Procurement at the Florida Department of Corrections (FDC) is to ensure the efficient, transparent, and cost-effective acquisition of goods and services necessary for the department's operations.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Responsible for review and approval of purchasing requisitions through MyFloridaMarketPlace {MFMP).
- Ensure purchase orders and/or purchasing card (PCard) transactions are complete, accurate, and in compliance with all policies, rules, and regulations prior to approving and/or routing for approval.
- Analyzes and reviews purchase requests to determine the appropriate procurement action/method, sources and specification prior to issuance of approved purchase orders.
- Supervises and monitors all activities of assigned direct reports, including training and supervising their staff and ensuring all purchase orders for goods and services are expedited.
- Screens all purchase requisitions for compliance with all agency policies, rules and regulations, correct budgetary coding, and price verification and written quotes (if required).
- Provides assistance to field staff and Central Office Program Areas to determine correct procurement methods, sources, and specifications.
- Review and approval of procurement documents and represents the Department to external stakeholders.
- Compiles statistical data and provides reports on procurement activities.
- Analyzes data and makes recommendations for improving current procurement processes.
- Assists management staff by bringing unusual problems to their attention.
- Advises management on methods of using technology to help achieve policy objectives.
- Assists procurement professionals with technical specifications, rules, policies and procedures.
- Assists Department staff by answering routine MFMP questions and concerns.
- Responsible for obtaining data regarding agency spend for goods and services in MFMP and Analysis.
- Provides assistance to the Department Solicitation Administrator with reviewing procurement documents as necessary.
- Manages and directs the work of three (3) Purchasing Specialists and one (1) Purchasing Analyst.
- Prepares performance appraisals, develops standards and approves leave for subordinate staff.
- Communicates, motivates, trains, evaluates, plans, and reviews employees' work, and has authority to recommend the hiring, transferring and discipline of subordinate employees.
- Reviews and develops emergency purchases, advanced payments, and single source solicitations.
- Training and mentoring Bureau staff.
- Participating in and demonstrating positive support for Bureau and leadership initiatives.
- Travel as required.
KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge of public purchasing rules and regulations, procedures, techniques, and practices relating to Chapter 287 and Chapter 255, Florida Statutes.
- Proficiency in MyFloridaMarketPlace (MFMP)/Ariba on Demand (A0D), and the Vendor Information Portal (VIP) Knowledge relating to methods of compiling, organizing, and researching information on available suppliers, current Knowledge relating to methods of compiling, organizing contracts with other similar entities, and cost drivers.
- Ability to provide excellent customer service to interna courteous manner.
- Ability to communicate effectively, both verbally and in writing, to internal and external stakeholders, subject matter experts, subordinates, and leadership.
- Proficiency in the use of computer equipment and applications, including Microsoft Word, Microsoft Excel, Outlook, Teams, and other online applications, as required.
- Ability to work effectively in independent and team-centric environments, serving on procurement project teams and collaborating with other programs, agencies, and private businesses.

REQUIREMENTS:

- Must possess a high school diploma or its equivalent.
- Must possess four (4) years of professional procurement/sourcing experience.
- Must possess two (2) years of experience in a supervisory capacity.
- Must have prior government procurement experience specializing in Chapter 287 and Chapter 255, Florida Statues.
- Must have experience using MyFloridaMarketPlace/Ariba on Demand (MFM/AOD), or FLAIR.
Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.

BACKGROUND SCREENING REQUIREMENT
