WORKING TITLE: PURCHASING SPECIALIST SUPERVISOR
This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Procurement department.
The mission of the Procurement Department in the Florida Department of Corrections (FDC) is to acquire goods and services in a fair, transparent, and cost-effective manner to support the Department's operations and initiatives.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Team Leadership: Lead, motivate, train, and evaluate a team of Purchasing Analysts, with authority to recommend hiring, transfers, and disciplinary actions.
- Procurement Oversight: Manage and review contracts, amendments, reports, and solicitation documents to ensure compliance with state purchasing rules and departmental standards.
- Quality Assurance: Ensure the accuracy, quality, and timeliness of work products while identifying and addressing issues requiring leadership attention.
- Innovative Solutions: Utilize technology to achieve policy objectives and identify best practices and innovations in procurement and contracting.
- Stakeholder Collaboration: Guide internal and external stakeholders on technical specifications, solicitation requirements, and procurement laws, while facilitating pre-bid conferences and public bid openings.
- Special Projects and Documentation: Monitor special projects, assist with procurement document reviews, and draft complex technical specifications, performance standards, and evaluation methodologies.
- Public Procurement Management: Oversee the advertisement of competitive solicitations, single sources, awards, and public notices, and serve as the Procurement Officer on assigned solicitations.
- Problem Resolution and Compliance: Represent the Bureau in resolving procurement issues, ensure compliance with state and department regulations, and stay updated on purchasing laws and procedures.
KNOWLEDGE, SKILL, AND ABILITIES:
- Ability to communicate effectively, both verbally and in writing, to internal and external stakeholders, subject matter experts, subordinates, and leadership.
- Ability to work effectively and independently, serving on procurement project teams and working with other public agencies and private businesses.
- Ability to provide high-quality customer service to internal and external customers by interacting with people in a tactful, professional, and courteous manner.
- Knowledge of the principles and practices of public purchasing, State purchasing laws and rules, and State purchasing processes.
- Proficiency in the use of computer equipment and applications, including Microsoft Word, Microsoft Excel, Outlook, Teams, and other online applications, as required.
- Ability to demonstrate leadership in technical workshops and the planning and development of specifications and procurement strategies.
- Ability to facilitate partnerships between the Department and the vendor community.
- Knowledge of the rules, policies, and procedures of the Department of Corrections.
- Ability to compile, organize, and analyze data to recommend improvements to current procurement processes using methodologies such as life cycle costing, price analyses, best value, and negotiation tactics.
- Proficiency in the use of State-required procurement and contracting applications such as MyFloridaMarketPlace/Ariba on Demand (MFMP/AOD), and any future ERP Software; and
- Knowledge of strategic sourcing best practices and negotiation strategies.
- Knowledge of and experience with Construction projects
- Knowledge of Florida Statutes, Chapter 255 and Chapter 287

REQUIREMENTS:

- Must possess a high school diploma or its equivalent.
- Must have two (2) years of experience in a supervisory or management role.
- Must have six (6) years of experience of professional procurement/sourcing experience.
- Postsecondary education may substitute for up to four (4) years of the required experience.

- Florida Certified Contract Negotiator (FCCN).
- Project Management Professional (PMP).
- Florida Certified Contract Manager (FCCM).
- Certified Professional Public Buyer (CPPB).
- Certified Public Purchasing Officer (CPPO).
- Certified Associate Contracts Manager (CACM).
- Certified Professional Contracts Manager (CPCM).
- Experience using the MyFloridaMarketPlace Analysis Tool.

BACKGROUND SCREENING REQUIREMENT
