Position Overview and Responsibilities:

The selected candidate provides professional services as a Construction Projects Quality Manager in the Building Construction Bureau.  They will be responsible for construction projects from planning and design to completion of construction.  All projects will be classified as high complexity, requiring complex delivery methods. Specific responsibilities include, but are not limited to:

  • Assist with the review, evaluation and recommendation of Fixed Capital Outlay requests submitted by other state agencies. Review, evaluate and approve project programs for assigned projects, ensuring that the defined scope can be achieved within budget limitations and is in accordance with established design guidelines and space standards. This includes reviewing construction documents.
  • Participate in Selection Committees for the determination of qualified professional firms and individuals for service in planning and/or design of assigned projects. Represent the Bureau at project planning conferences to ensure the project is being developed realistically under existing construction methods and budget limitations. Participate in and supervise meetings with architects/engineers and client agencies to ensure sound development of projects.
  • Analyze and review design submittals for program compliance, functional soundness, aesthetic appropriateness, efficiency and effectiveness and compliance with design review requirements. Liaise with all state and local agencies for compliance with applicable requirements.
  • Conduct formal bid openings, receiving bids from qualified contractors. Review drawings and specifications of projects under construction for desirable changes or corrections for current and future projects. Chair the initial construction conference with architects, engineers, contractors, subcontractors, client agency representatives and other interested parties. Make periodic job site visits. Participate in substantial completion inspections, final inspections and acceptance of projects for the State. Verify the design team’s contractual obligations to the State, by observing and evaluating their performance.

 

Knowledge, Skills, and Abilities:

  • Knowledge of the principles, techniques, materials and equipment used in building construction.
  • Knowledge of construction and/or operations.
  • Ability to develop various reports and documents.
  • Ability to plan, organize and coordinate building construction program activities.
  • Ability to monitor and inspect building projects.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to motivate various team members in participation of our operations and construction programs.
  • Analyze drawings and specifications.
  • Understand contractual terms and conditions.
  • Proven record of demonstrating excellent internal and external customer service.
  • Strong personal and professional motivation to produce results aligned with the department's goals and objectives.

 

Minimum Qualifications:

  • A bachelor's degree from a college or university with a major in Architecture, Construction Management, Interior Design, Engineering or related field.
  • At least three years of experience working in the construction or architectural field in similar or related positions.
  • Previous on-the-job training or experience related to a quality manager role and/or three years of related experience.
  • Valid driver’s license.
  • Must be physically able to climb multiple flights of stairs, climb a ladder, reach overhead, work from heights, bend at the waist, kneel and crouch, and be able to work near loud noises and electrical equipment, and work in basements, tight spaces, and on rooftops.
  • Ability to travel statewide as needed.
