The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and government assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating government assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

Travel will be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.  

 

MINIMUM QUALIFICAITONS: 

  • Must be a current DCF ESS Employee 
  • Must have a valid Florida Driver’s License 
  • Must be willing to travel, including overnight travel.  
  • Must have at least one year (12 months) experience determining eligibility for Cash, Food Assistance or Medicaid. 
  • Must have one year (12 months) experience monitoring or conducting Food and Nutrition Services quality control Food Assistance reviews. 

 

PREFERENCE WILL BE GIVEN TO THOSE TO CANDIDATES WITH THE FOLLOWING:  

  • Four (4) years of health or rehabilitative services professional program experience
    • OR bachelor’s degree, or higher from an accredited college or university (When applying please attach required education, certification, or licensure).

 
JOB DUTIES AND RESPONSIBILITIES


This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work, and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).

The incumbent will ensure the job duties and responsibilities are completed in a timely manner and with a high accuracy rate. It is important for the applicant to display a professional attitude and strong work ethic.  

This is a professional position within the ESS program located within the Office of Public Benefits Integrity primarily responsible for the ongoing supervision, training, and directing of a Quality Control unit consisting of quality control analysts. The unit is responsible for conducting specialized case reviews to assess the validity of decisions made ESS eligibility staff concerning the initial and continuing eligibility of persons receiving benefits in the Medicaid and Food Assistance programs.

 

  • Provides technical assistance and consultation to ESS management staff in analyzing all case review findings for use in planning and implementing corrective action measures, improving management and efficiency, and identifying program weaknesses to reduce error rates established by the quality review system.
  • Supervises a Quality Control unit engaged in reviewing and documenting eligibility determinations to assess the validity of decisions made by ESS staff concerning the initial and continuing eligibility and the validity of denied or terminated benefits of persons receiving benefits in the Medicaid and Food Assistance Programs.
  • Reviews the work completed by Quality Control Analysts to assure that review decisions are in compliance with state and federal rules and regulations and approved program office policies.  Assists Quality Control analysts with specialized and complex eligibility determinations; edits and evaluates adequacy, thoroughness, and accuracy of completed reviews.
  • Reviews and approved investigative findings for use by ESS regions, ESS program office, and federal staff to reduce errors in recipient eligibility and to control expenditures of state and federal funds.
  • Establishes, communicates, and maintains standards for work in the unit.  Maintains up-to-date manuals and directives and be fully aware of information therein concerning the appropriate program area. 
  • Quality Control review policies and procedures and state and federal rules and regulations. 
  • Assists Quality Control analysts in understanding complex and technical material related to the Department of Children and Families and Quality Control program policies and procedures, federal rules and regulations, and in developing skill in utilizing this material.
  • Provides orientation and in-service training to all staff assigned to the unit.  Monitors workload of staff and continuously evaluates performance.  Performs personnel management activities such as leave and attendance, hiring, discipline, and evaluations.  Holds individual conferences and staff meetings.
  • Provides in-service training for ESS staff in Quality Control review techniques as required.  Provides technical assistance to ESS staff concerning the Quality Control review process.
  • Performs other related duties and special projects as assigned.
