SALARY RANGE

$65,000.00 - $70,000.00 Annually                       $2,500.00 - $2,692.31 Bi-weekly

 

Position Summary

The position involves managing, coordinating, and carrying out technical functions of the Human Resource Office in onboarding and recruitment. It is a highly responsible professional position that necessitates the ability to perform a significant portion of duties assigned with minimum supervision, work well with staff and all levels of management, and provide excellent customer service.

The incumbent must also use discretion and independent judgment in completing job duties, which include, but are not limited to, complying with all guidelines for handling confidential information, being productive under stringent time frames, and balancing multiple priorities. Professionalism, teamwork, and consistent attendance are essential functions of this position, which performs work at the direction of the Director of Human Resources.

 

The Work You Will Do 

  • Supervision: Supervise and manage recruitment and selection. As a supervisor, this position communicates with, motivates, provides, or coordinates training, evaluates employee’s work, plans and directs the employee’s work, and has the authority to hire or recommend the hire, transfer, or discipline of direct reports.

 

  • Improve Efficiency: Review recruitment and selection processes and functions to foster and implement change management to improve recruitment and other functional efficiencies

 

  • Process Management: Manages all recruitment and selection processes and functions, including the request to advertise and hire, onboarding new employees, new employee orientation, process review, policy and process management.

 

  • Problem-Solving: Recognize and resolve issues that may arise during the recruitment process and anticipate problems and risks with the ability to gather information, proactively make decisions within the line of supervision, resolve problems, seek consensus, and escalate issues when appropriate.

 

  • Maintenance: Oversees the maintenance and retention of HR records related to functional areas following applicable Records Retention Schedules. Conducts process audits.

 

  • Partnering: Works teams to promote managerial and workforce excellence. Assists managers and direct reports with the recruitment and HR processes.

 

  • Presenting: Assists in developing and communicating business proposals, presentations, training materials, or other deliverables.

 

Minimum Qualifications

  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, and Visio).
  • Must possess a high school diploma or its equivalent.
  • Five years of verifiable supervisory experience.
  • Three years of verifiable professional HR experience.
  • Two years of verifiable HR experience in the State of Florida Personnel System preferred.
  • Valid Driver’s License or other efficient means of transportation.

  • Thorough knowledge of general human resources rules, policies, and guidelines.
  • Knowledge of State Personnel System rules and Florida statutes related to personnel administration.
  • Knowledge of the US Fair Labor Standards Act and applicable Equal Employment Opportunity law.

  • Skills to conduct fact-finding research and produce quality reports.
  • Skills and proficiency in Microsoft Office.

Direct Deposit Program

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement
