Schedule: Monday – Friday, 8:00 am - 5:00 pm EST.
Salary: $60,000-$65,000 annually, commensurate with experience and qualifications; DCF Salary Policy will apply.
Travel: Occasional statewide travel required.
Location: On-site at 2415 N. Monroe Street, Tallahassee, FL 32303. (Telework is not permitted)
The Department of Children and Families (DCF) is seeking an experienced Human Resources (HR) professional to perform as a Recruitment Supervisor to lead a high-volume recruitment team supporting the Economic Self Sufficiency (ESS) Program at Headquarters. This is a hands-on leadership role responsible for supervising staff, driving recruitment strategy, and ensuring high-quality, efficient and standardized hiring practices.
This position is designated as essential and may require extended work hours during declared emergencies, including participation in Disaster Supplemental Nutrition Assistance Program (DSNAP) operations.
Required Minimum Qualifications:

Two or more years of professional supervisory experience, including responsibility for hiring, training, evaluating, and managing staff.

Two years of professional HR experience:
-
Conducting full cycle recruitment and selection activities, such as job advertising, candidate screening, interviewing, talent outreach, policy research, and handling confidential personnel information.

Performing classification and compensation actions including reorganizations, positions changes, pay changes, or interpreting salary policy.

Utilizing applicant tracking systems.

Proficiency in MS Office 365 (Word, Excel, Outlook, PowerPoint, SharePoint.)

Possession of a valid driver's license.
Preferred Qualifications:

Experience with the State Personnel System (People First) or a government HR entity.

Experience analyzing data, preparing reports, and presenting findings.

Proficiency in ServiceNow, Smartsheet, MS Visio, or Power BI software.

Notary Public certification (or a willingness to obtain).
Position Description:
The Recruitment Supervisor is responsible for supervising one of two recruitment teams that perform hiring and recruitment activities for the ESS Program at DCF Headquarters. This position provides advanced professional supervision and direction to a team of six Hiring Specialists and two Support Staff. The incumbent ensures high-quality, timely recruitment services and actively participates in high volume hiring processes.
The Recruitment Supervisor collaborates closely with the second recruitment team and internal partners to support agency hiring needs and achieve program goals. The role requires a comprehensive understanding of applicable Florida Statutes, Florida Administrative Code, Department of Management Services rules, Department Child and Family Operating Procedures, and HR policies.
The incumbent develops and implements recruitment strategies aligned with agency goals, ensures compliance with all federal and state hiring requirements, and collaborates with internal partners to support pre-employment and onboarding processes.
