Your Specific Responsibilities:

This position is responsible for coordinating aspects of planning, design, development, implementation, maintenance, user support and evaluation of the Health Management System (HMS) Electronic Health Record (EHR) by working collaboratively with nursing, clinical, physician, and health information management (HIM) service areas staff. This position works to promote the most efficient and effective accomplishment of public health objectives in the clinical practice setting.

  • Manages planning, design, development, user testing, implementation, maintenance, and evaluation of the Health Management System (HMS) Electronic Health Record (EHR). Coordinates with project management, systems design, and/or consultation for HMS and other applications as needed.
  • Liaison for recommending, vetting, and implementing new clinic process flows resulting from the implementation of the HMS EHR.
  • Documents clinician needs/requirements in the design/development of HMS EHR enhancements and monitors congruency with goals/mandates.
  • Understands organizational priorities, strategic imperatives, and collaborates to ensure system functionality supports the vision of the organization.
  • Leads/participates in interdisciplinary meetings aimed at having clinical representation in design, development, and process flow analysis and redesign.
  • Communicates and advises clinical management staff and end­ users on all aspects of system developments including the work of the interdisciplinary teams and automation of workflow.
  • Analyzes current workflows including manual and automated systems, coordinating with county health department and program office staff to maximize patient outcomes.
  • Utilizes knowledge and skills of clinical practice to determine clinical functions that are suitable for computer application.
  • Performs research to determine what other organizations are doing in the area of clinical systems functionality and communicates this information to the appropriate individuals.
  • Facilitates and supports change within the public health care system. Assesses current manual workflow, policies, procedures, and guidelines as it relates to patient care and assists in the redesign of manual workflow to enhance the CHDs' clinic effectiveness. Ensures patient safety, best practices and clinical productivity are considered when making consulting/design decisions.
  • Collaborates to conceptualize/develop methods/tools for implementing enterprise-wide systems functionality.
  • Provides education and training about the use of the HMS EHR and other applications as assigned. Promotes understanding and effective use of information technology to users. 
  • Coordinates training schedule/conducts training sessions for designated participants. Reviews/updates curriculum. 
  • Provides support to the Health Information Management Committee in the clinical data request, development, and approval processes.
  • Contributes to the development of Health Information Management policies and technical assistance guidelines that support the integration of an electronic and paper-based health record in the DOH county health departments.
  • Other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; conduct fact-finding research; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to work independently; ability to maintain a high degree of accuracy and close attention to detail; ability to maintain confidentiality; public health administration principles and practices; methods of public health data collection and analysis; public health informatics and databases; principles and processes involved in business and organizational planning, coordination, and execution; administrative and clerical procedures and systems; collect, evaluate, and analyze data to develop alternative recommendations, utilize problem solving techniques, document work, and other activities relating to the improvement of operational and management practices.

 

Preferred Qualifications:

  • Associate or bachelor’s degree in nursing from an accredited college or university; AND
  • Three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or requirements gathering; AND
  • Three (3) years of professional nursing experience; AND
  • A clear and active Florida Registered Nurse or a multistate license from another Compact State, or more advanced license with no disciplinary action taken within the last five (5) years
  • A master's degree from a college or university can substitute for one year of the required professional experience.
  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
