This is a highly responsible, specialized professional rate setting and financial analysis position in the Bureau of Medicaid Program Finance (MPF).  MPF is a bureau within the Division of Medicaid, a part of the Agency for Health Care Administration.  The individual selected for this position will be responsible for setting nursing home reimbursement rates in accordance with Medicaid reimbursement plans, policies, and applicable federal and state rules and regulations.

The individual hired into this role will be responsible for establishing provider reimbursement rates for the annual rate setting for all nursing home providers enrolled in the Medicaid program.  They will also be responsible for processing rate changes based on audits, interim rate requests, amended cost reports, late cost reports, and all other situations requiring retroactive rate adjustments.  The incumbent will provide technical assistance regarding policies and procedures for provider rate setting and fulfill data requests to departmental staff, provider associations, and other organizations and interested persons.  The analyst will assist in preparing annual reports required by the Florida legislature, federal regulations, and other governmental agencies.

The incumbent will conduct training programs to maintain and improve the professional standards and qualifications of the rate setting staff, as well as other related staff within the Bureau.

Perform other duties and responsibilities as required by the Medicaid Program.



The incumbent must have the following abilities:

  • Knowledge of accounting principles and procedures.
  • Knowledge of the methods of compiling and analyzing data.
  • Knowledge of basic mathematics.
  • Ability to use Excel, Word, and Outlook at an intermediate level.
  • Ability to review, analyze, and evaluate financial data.
  • Ability to develop various reports.
  • Ability to establish and maintain effective working relations with others.

Responses to qualifying questions should be verifiable by skills and/or experience stated on the employment application.



  • Two years professional or educational experience related to accounting, auditing, or financial analysis.
  • Two years professional experience using Microsoft Excel, Word, and Outlook.
  • Detailed knowledge of generally accepted accounting and auditing principles, procedures, and techniques.
  • Bachelor’s degree from an accredited college or university with a degree in a business related field such as accounting, finance, economics, or statistics being highly preferred.
  • Experience can also be substituted on a year-for-year basis for the preferred education.
