SPECIAL NOTES:

Four (4) years of experience in a relevant field (interpreting statue and rules, medical reporting, and billing, claims handling, risk management, insurance, financial accounting/auditing and investigation) is required. A postsecondary degree may be used as an alternative for the years of experience on a year-for-year basis.

 

Additional requirements:

  • Two (2) or more years of regulatory experience.
  • Two (2) or more years of experience working with Microsoft Office and data analysis.

 

Preferences:

  • One (1) or more years of Electronic Data Interchange knowledge and experience.
  • Two (2) or more years of workers’ compensation claims experience.
  • Two (2) or more years of experience interpreting and applying Chapter 440, F.S. and Rule Chapter 69L, Florida Administrative Code.
  • Two (2) or more years of claims handling, compliance, and knowledge of workers’ compensation insurance.
  • One (1) or more years of experience utilizing investigative techniques and practices.
  • Two (2) or more years of experience creating training documents and presenting information.
  • Two (2) or more years of supervisory experience.

The Division of Workers’ Compensation typically hires at or near the minimum unless an incumbent possesses direct and relevant experience in the job that they are a candidate for.  The Division is prepared to negotiate the salary depending upon the candidate direct and relevant experience.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of and skill in utilizing investigative techniques; statutory coverage requirements of the Workers’ Compensation Law (Chapter 440, Florida Statutes) and Florida Administrative Rules; ability to apply supervisor principles and practices.  Ability to make and defend decisions regarding enforcement actions; to conduct fact-finding interviews and take statements; to evaluate and document performance of staff; to use deductive reasoning; to determine work priorities, assign work and ensure proper completion of work assignments; to analyze information and determine its validity; to prepare and conduct training programs; to prepare reports; to make independent decisions; to maintain strict confidentiality; to communicate effectively, verbally and in writing; to safely operate a motor vehicle, as evidenced by a valid driver’s license; to understand and apply applicable rules, regulations, policies and procedures; to supervise people; to prioritize work load; to develop various reports; to assess budgetary needs; to collect, analyze and interpret data; to establish and maintain effective working relationships with others; to communicate effectively; to plan, organize and direct program activities.  Skilled in the review and analysis of written correspondence.

 

BRIEF DESCRIPTION OF DUTIES:

The Regulatory Analyst Supervisor is a managerial/supervisory position requiring work planning, directing, and enforcing workers’ compensation laws and regulations. The incumbent must have extensive knowledge, experience and management skills in health care administration, workers’ compensation claims, medical services programs, and personnel administration. 

 

This position is responsible for supervising a staff of regulatory analysts and requires excellent time management skills, oral/written communication, presentation skills and computer proficiency.  The incumbent must have the ability to effectively supervise staff and is responsible for reviewing data relating to employee performance.  This position requires assistance with developing rules, policies, and procedures as well as the continuous exercise of independent judgment and decision-making.  The supervisor’s job duties consist of the following:

Evaluating state and national workers’ compensation claims data collection and reporting practices for compliance with federal (Centers for Medicare & Medicaid Services - CMS) requirements and state mandates, as well as correlation with the Division mission and alignment with Division goals and objectives.  Evaluating data collection and data management capabilities and operational procedures for EDI (Claims, Medical and Proof of Coverage) to continuously incorporate enhancements to the programs in the most cost-effective manner. 

 

Designing and implementing methodology for identifying carriers who fail to comply with Chapter 440 requirements and the Florida Administrative Code regarding claims administration and form filing mandates. Performing duties related to the daily management of claims data collected by the Division. 

 

Assisting the Operations and Management Consultant Manager with preparing fiscal impact analyses for upper management and the legislature (as needed).  Planning, directing, and coordinating the work of staff to ensure efficiency, effectiveness, and productivity. Communicating, motivating, training, and evaluating employees. Assisting the Operations and Management Consultant Manager with providing management consultant services to enhance data integrity across systems and platforms. Making recommendations for new hires, promotions, and corrective/disciplinary actions for employees.  Identifying the need for and recommending program modifications. Providing prompt technical assistance to medical submitters and Trading Partners when needed.  Administering routine personnel matters affecting subordinates, including granting sick, compensatory or annual leave. 

 

Assisting the Operations and Management Consultant Manager by participating in projects aimed at furthering the improvement of data quality and collection practices. Providing instruction, interpretation, opinion, and advice to staff in order to resolve disputes or complex/technical matters.     

 

Serving as a public speaker or panelist at annual conferences, forums, or conventions.  Performing work independently with some subject to review by Operations and Management Consultant Manager or upper management.  Following Department Internal Controls Policy and Bureau procedures/instructions to ensure confidential information accessed is secured and not disclosed outside of position duties.

 

Evaluating and documenting job performance, efficiency, effectiveness, productivity of staff and providing additional training as needed.  Establishing and maintaining positive working relationships. 

 

Promoting positive customer service to all stakeholders on behalf of the Division.  Serving as the primary contact in the absence of the Operations and Management Consultant Manager.

 

Serving as an effective liaison to establish and maintain positive working relationships and cooperative action plans with other agencies and groups with whom the unit interacts.
