MINIMUM REQUIREMENTS:
A high school diploma and six (6) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations; or
An equivalent combination of education and experience which equals six (6) years can substitute for the above requirements; or
A bachelor’s degree (4 years) from an accredited college or university and two (2) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.

JOB DUTIES:
Reviews expired agencies status. Communicates via email and/or by phone with agencies to confirm open or closed status; then assists with getting agencies into compliance. Performs analysis of internet activity or any other activity for expired agencies; coordinates with the Regulatory Investigative Section (RIS) within the Office of Agricultural Law Enforcement (OALE) for any possible violations.
Performs complex examination and analyses of licensee’s criminal history and mental stability information received from various local, state, and law enforcement agencies, and other related information to determine continual eligibility for licensure; independently evaluates licensure criteria in accordance with Chapter 493, Florida Statutes, and Section 790.06.
Makes determinations through independent research and verification of a licensee’s criminal history through the Comprehensive Case Information System, The Department of Corrections, the Clerk of the Courts and other related agencies. Monitors and tracks licensees with active criminal cases pending in various courts and awaiting final disposition to determine continued eligibility for licensure. Updates appropriate databases to reflect administrative action taken against licensees.
Serves as the bureau’s point of contact for incoming and outgoing complaints against licensees/unlicensed entities and coordinates with RIS within OALE. Receives information and documentation from consumers, licensees, governmental entities and internal sources.
Reviews available information and/or documentation to determine appropriate course of action, to include:
- Analyzing and processing complaints or other evidence to identify regulatory violations;
- Communicating areas of non-compliance to agencies and individuals;
- Referrals to other personnel, sections or government agencies.
Creates Bureau of Regulation and Enforcement case files; refers and coordinates with RIS within OALE for any possible violations.
Ensures all documentation is scanned and properly indexed within the department’s database(s) and checked for completeness.
Communicates via email and/or by phone with agencies, individuals, outside governmental entities, and other internal personnel/sections to provide services as required and follows up as necessary. Documents all communications in department database.
Creates reports, letters, memoranda, proposals, administrative complaints, final orders, notice of suspensions, affidavits and other official documents necessary to complete assigned tasks.
Consults with appropriate division personnel to determine whether to recommend legal and/or administrative action based upon properly documented evidence. Provides recommendations for the settlement of administrative violations.
Assists management in conducting necessary research and/or providing regulatory statistics as requested.
Provides information to consumers, agencies, individuals, licensees and complainants on their rights and responsibilities and provides information on the duties and regulatory responsibilities and functions of the Division of Licensing.
This position is required to assist other sections within the Division of Licensing. Performs related work and other tasks as required by division management.
