MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations; or

An equivalent combination of education and experience which equals seven (7) years can substitute for the above requirements; or

A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.

JOB DUTIES:

Independently serves as the Pesticide Use Permit System Coordinator. Reviews all applications for pesticide use permits, determines if requirements have been met, and issues permits or deficiencies as appropriate. Coordinates with the Bureau of Scientific Evaluation & Technical Assistance Hydrologist and Soil Scientist team to analyze and identify restricted soils, well setbacks, and reviews restricted areas limiting pesticide applications.

Assists the supervisor with developing, administering, and ensuring compliance with Rule 5E-2 F.A.C. Maintains advanced knowledge of Rules 5E-2, & 5E-9, Florida Administrative Code as it relates to pesticide permitting.

Answers inquiries from the public regarding permit applications and assists with permit submission. Correspondence may be via telephone, email, or via the Department’s Pesticide Use Permitting System. Responds to complex inquiries requiring advanced interpretation of statutes, rules, and technical analyses. Develops written guidance, training materials, and resources for industry and internal staff to outline requirements. Facilitates resolution of contested cases by providing expert-level review and determination.

Independently serves as the Fumigation System Coordinator. Review Notices of Fumigation (NOFs) for completeness and enter all NOFs received by fax, email, or mail into the fumigation system in a timely manner. Communicate NOF deficiencies to customers by phone or email. Review and approve or deny fumigation portal account requests. Handle any other fumigation related inquiries from customers regarding system use, account status, submission requirements, and requests to make changes to submitted NOFs. Leads advanced evaluation of NOF system performance to identify systemic issues and propose corrective strategies. Prepares analytic reports and procedural updates.

Independently serves as the primary processor for all aircraft registration applications. Make recommendations regarding aircraft registration application determinations. Receives and processes aircraft registration applications after confirming all requirements have been met and communicates any deficiencies to customers in a clear and timely manner. Answers inquiries from registrants regarding new registrations, renewals, and other related questions. Evaluates complex aircraft registration cases, performing advanced assessment of statutory and regulatory requirements. Develops enhanced guidance for applicants and staff.

Independently serves as the primary evaluator and processor for all exams that require Proctor Review. Upon notification from the examination vendor, reviews examination video footage and determines whether the exam should be deemed invalid and result in a proctor fail. Notifies the examinee of the invalid exam and identifies the reason or reasons for the proctor fail. Tracks the number of proctor fails and, upon the third proctor fail, notifies the examinee that they are no longer permitted to test remotely in accordance with Rule 5E-14, F.A.C. Responsible for notifying the examination vendor of examinees who require banning. Elevates suspected cheating incidents to the supervisor for review and determination of rule violations, which may result in barring the examinee from future exams in accordance with Rule 5E-14, F.A.C.

Assist supervisor with training and serves as a versatile team member who is cross-trained in all program processes. Maintains advanced knowledge of all program operations and processes including Chapter 487 Florida Statutes (F.S.), Rules 5E-9 & 5E-2 Florida Administrative Code (F.A.C.)., Chapter 482 (F.S.), Rule 5E-14 F.A.C. & Chapter 388 F.S., Rule 5E-13 F.A.C. Reviews and monitors SOPs for the program and facilitates updates as needed with program staff.

Assists Scientific Evaluation, Legal, and IT with cross‑functional projects to implement program improvements, system enhancements, and process changes. Develops and maintains program performance metrics, reporting findings to management with recommended strategies. Represents the Department at industry workshops, meetings, trainings requiring advanced interpretation of technical and regulatory issues. Provides expert‑level consultation and produces analyses that contributes to policy or rule development.

Communicate in writing and by phone with businesses, licensees, consumers, and others regarding applications and licensure for the pest control, pesticide, and mosquito control law requirements. Performs other duties as required.
