SPECIAL NOTES:

Two (2) years of professional work experience in a relevant field (customer service, administrative, call center, compiling, organizing and analyzing data, or communication) is required. An associate degree from an accredited may be used as an alternative for the years of required experience.

 

Preferences:

  • One (1) or more years of professional experience in workers’ compensation insurance or insurance regulation.
  • One (1) or more years of experience constructing and utilizing excel spreadsheets.
  • One (1) or more years of experience processing and examining financial transactions.
  • One (1) or more years of experience analyzing and interpreting financial and legal data.

 

This position requires a security background check, including fingerprint as a condition of employment.

 

Regarding anticipated starting salary, the Division of Workers’ Compensation typically hires at or near the minimum unless an incumbent possesses direct and relevant experience in the job that they are a candidate for.  The Division is prepared to negotiate the salary depending upon the candidates direct and relevant experience.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of methods of compiling, organizing and analyzing data; ability to collect, analyze and interpret data; ability to prepare correspondence; ability to plan, organize and coordinate work activities; ability to communicate effectively; ability to establish and maintain effective working relationships with others.

 

OTHER KSAs (Incumbent may learn on job):

Ability to accurately manipulate data from the Cashier’s Office Deposit Automation system, the Coverage and Compliance Automated System, and other sources.  Proficient in the use of Microsoft Excel, Word, and Office.  Ability to effectively communicate the statutory obligations as defined by Chapter 440.107 Florida Statutes and Rule 69L-025, F.A.C.

 

BRIEF DESCRIPTION OF DUTIES:

The incumbent in this position is responsible for assisting in activities involving the monitoring of revenues collected by the Financial Accountability Section within the Bureau of Financial Accountability.  These activities include but not limited to monitoring electronic and manual payments received and posted to the Coverage and Compliance Automated System for penalties resulting from the issuance of Stop Work Orders, Orders of Penalty Assessments or Final Orders to employers for failing to secure workers’ compensation coverage.  Examines financial information for employer cases containing Periodic Payment Agreement Plans for penalties, and follows guidelines as set forth for compliance with applicable laws and regulations in Training Manual, Chapter 440.107 Florida Statutes (F.S.), and Rule 69L-025, Florida Administrative Code (F.A.C.)  Assists with the reconciliation of penalty payments for compliance cases. Analyzes records of financial online and manual transactions to determine accuracy, completeness of entries, and identify potential refunds because of reconciling paid in full cases. 

 

Updates the Coverage and Compliance Automated System with employer financial information pertaining to reconciled penalty payments cases, certified mail sent to employers and returned requesting payment and upload a copy of these financial documents in AITS. Performs searches for returned financial and legal mail in CCAS Exemptions, Division of Corporations, and compile a list of delinquent employers to send a request to Financial Accountability Section Supervisors to search in Lexis Nexis for alternate address to collect on a debt due to the department. Respond and provides enforcement documents to the collection vendor to assist them with their collection efforts.

 

Responds to telephone calls, emails, and provides customer service on the Financial Accountability Section Automatic Call Distributor (ACD) Line as it relates to calculating, auditing, verifying, or processing payment information for employers that have been assessed a penalty for applicants that paid for their exemption certificate.

 

Reviewing the Debt Collection Template for completion, errors, or adjustments if the principal amount is incorrect or if the employer’s name should be removed from the list. Notify a FAS Supervisor if a payment was applied to CCAS within 10 business days/15 calendar days after the case has been referred to the collection vendor. Serves as a back-up for preparing Notice of Collections and Liens Proceeding letters against employers for penalties resulting from the issuance of a stop-work order or final order due to non-compliance of Chapter 440, F.S. and Rule 69L F.A.C.

 

Provides administrative support to Financial Accountability Section to assist with printing, reviewing, and mailing of large volume financial monthly mail-outs, and this position also provides administrative support for the Bureau of Compliance staff on special inquiries and requests, tasks, assignments, and projects on employer non-compliance and enforcement matters. Also, administrative support to include, but limited to, division and cross-departmental assistance for projects and activities and other duties as assigned.

 

Assists in the development of policies, procedures, and enhancement of capabilities of the Financial Accountability Section’s processes.  Maintains a working knowledge of CCAS, Chapter 440, F.S. and all administrative rules pertaining to workers’ compensation exemption and investigative processes
