Your Specific Responsibilities:
The Regulatory Supervisor/Consultant is responsible for the supervision of Regulatory Specialist II positions; including monitoring and evaluating the performance of staff by established deadlines, planning and directing their work, approving requests for leave and timesheets, filling vacant positions, training, and taking disciplinary action when needed or effectively recommending such actions. The incumbent must collaborate with the Executive Director and Program Operations Administrator to manage the day-to-day operations of the office. The employee in this position must use discretion and independent judgment in performing the following duties:
- Planning the workload, workflow, deadlines, and work objectives of staff - ensuring they have the appropriate training, tools and authority to meet those objectives. The incumbent should run the appropriate database reports regularly to adequately monitor the workflow. The incumbent is also responsible for monitoring email inboxes daily and providing timely responses to applicants/licensees, management, Board staff, other departments and entities and also, the general public.
- Hiring for vacant positions and ensuring that new employees receive training in the use of the Division’s licensing database and related internet tools. Meeting regularly with each of their direct reports to provide constructive feedback. This feedback should include the employee’s most recent performance rates, based on the annual evaluation criteria. The incumbent must implement corrective action when necessary.
- Providing support and advice to staff regarding licensure and regulation criteria and business practices. The supervisor must ensure that staff have a working knowledge of the statutes, rules, procedures and policies governing the professions our office is responsible for. The incumbent is responsible for assisting staff with the appropriate application of laws and rules.
- Collaborating with the Executive Director, Program Operations Administrator and Agenda builder RSIII to ensure meeting materials are prepared for Board meetings by established deadlines. The incumbent will need to consult with staff regarding files that may require Board or committee review, especially applicants with criminal/disciplinary/health histories.
- Analyzing and resolving escalations, which includes investigating and resolving consumer concerns or ensuring complaints are routed to the appropriate unit or department for handling. Researching and either correcting or validating errors on the quarterly reports by established deadlines. The incumbent is responsible for catching any trends or patterns and providing clarification and possibly retraining, if necessary.
- Supporting the Executive Director and Program Operations Administrator in the implementation of laws, rules, regulations, policies, and procedures pertaining to licensure functions and activities and providing input regarding regulatory changes. The supervisor would aide in long-range planning sessions and would need to work towards impactful process improvements.
- Serving as a liaison between the Board office and MQA Bureaus of Operations and Enforcement; specifically, Background Screening Unit (BGS), the Renewal team, Call Center management, System Support Services (SSS), regarding database and website updates. The supervisor acts as first point of contact for training needs, technical support, information dissemination and troubleshooting user issues. Assist with set-up and changes to form letters, data clean-up and other concerns related to the Division’s licensing and enforcement data integrity.
- This position is also the HR liaison for the office.
Required Knowledge, Skills, and Abilities:
- Knowledge of Florida Statutes and rules governing licensure and regulation.
- Ability to compile, organize and analyze data.
- Ability to investigate, analyze, and resolve complaints.
- Ability to not only understand but also apply Florida Statutes, rules, policies and procedures in regard to licensing and regulation.
- Ability to assign work assignments, determine priorities and ensure accurate and timely completion of assigned duties.
- Ability to supervise, train and provide consultative assistance to others.
- Ability to plan, organize and coordinate work activities.
- Ability to communicate effectively, with both written and verbal communication.
- Experience with Microsoft Office (Word, Excel, Outlook).
Qualifications:
Preference will be given to those who meet the following minimum requirements:
- High School Diploma or equivalent AND 2 years administrative experience that includes data entry, document preparation, computer software use, travel arrangement preparation, and/or personnel and budget review. (College education can substitute for the required experience on a year-for-year basis).
Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), iBuilder, iViewer, Adobe Acrobat, and LEIDS systems.
