Job Description:

Plans, develops, and conducts statewide training to school districts, state colleges, universities, contractors, and government agencies.  Training includes Florida Building Codes, Fire Codes, statutory rules, Occupational Safety and Health, and forklift. Audiences range from 20 to 50 plus personnel. Provides technical assistance to school districts, state colleges, contractors, and government agencies in interpreting statute, rules, and codes. Aids in updating said codes and rules.

 

Duties and Responsibilities:

  • Plan, develop, implement, and maintain a statewide training program to school districts and the Florida college system institutions in the accurate application of Florida’s building and life safety codes and rules for new construction and existing buildings.  This includes special topics such as annual casualty and safety inspections, accessibility, playground safety, fire alarms, fire drills etc.
  • Plan, develop, implement, and maintain a statewide forklift training program to certify school district and state college personnel on the safe use of various types of forklifts.
  • Plan, develop, implement, and maintain a statewide training program for Occupational Safety and Health (OSHA) requirements.  This includes maintaining a working knowledge of law and regulations.
  • Consult with the State Fire Marshal in developing and updating training courses.
  • Identify training needs as indicated by educational plant surveys and prepare and implement curricula and instructional materials as required.
  • Maintain an advanced working knowledge of and provide technical assistance to school districts and the Florida college system institutions in the interpretation of the Florida Building Code, the Florida Fire Prevention Code, State Fire Marshal Rule 69A-58, Florida Administrative Code (F.A.C.), State Board of Education Rule 6A-2.0010, F.A.C. (State Requirements for Educational Facilities), and life safety codes.
  • Attend designated professional development conferences, seminars, and other meetings related to the development of best practices for safe, efficient educational facilities.
  • Compile, analyze, and maintain documentation of technical advancement, state of the art innovations, and research improvements in facilities design, construction, and maintenance and operations.
  • Compile, analyze and maintain office correspondence with school districts and Florida colleges regarding the review of construction documents, as well as board policies and procedures, for maintenance, sanitation, housekeeping, fire safety, casualty safety, etc. to determine areas for training priorities.
  • Participate in the development, review, revision, and promulgation of the State Board of Education Rule 6A-2.0010, F.A.C. (State Requirements for Educational Facilities), including forms and other material incorporated by reference in the rule, State Fire Marshal Rule 69A-58, F.A.C., and other rule development assigned to the Office of Educational Facilities.
  • Consult with school districts, state colleges, county, and municipal governments, upon request, for technical assistance on applicable laws, rules, and regulations relating to new construction and existing plant management.
  • Conducts outreach across the state to encourage scheduling of available courses, assists school districts and state colleges in identifying needed training.
  • Provide written reports and oral presentations as needed.
  • Cross train with other Office of Educational Facilities staff to be familiar with the programs and activities of all personnel.

Attendance is an essential function of the position and candidate must be able to travel anywhere between one to three weeks a month.

 

Knowledge, Skills, and Abilities:

  • Knowledge of the Florida Building Code, the Florida Fire Prevention Code, State Fire Marshal Rule 69A-58, F.A.C., State Board of Education Rule 6A-2.0010, F.A.C. (the State Requirements for Educational Facilities), the Florida Accessibility Code and life safety codes
  • Knowledge of school design, research, and implementation methodologies
  • Knowledge of the methods of data collection
  • Knowledge of the principles of human behavior, learning and effective communication
  • Ability to compile and analyze data relating to training and evaluation programs
  • Ability to prepare professional papers, research studies and evaluation reports
  • Ability to conduct research
  • Ability to utilize problem-solving techniques
  • Proficiency with the use of Microsoft Office (Word, PowerPoint, Excel, etc.)

 

Minimum Qualifications:

  • Minimum 2 years of training individuals on OSHA standards, policies and procedures.
  • Minimum 3 years’ experience with public speaking and training a large group of individuals
  • Ability to communicate effectively including verbal and written communication
  • Experience in creating and conducting training courses
  • Ability to travel up to three weeks each month

 

Preferred Qualifications:

Preferences will be given to:

  • Applicants who have excellent writing skills, presentation experience and an educational legal background
  • Applicants who are authorized OSHA trainers, have a minimum of 5 years of general industry safety experience, and/or hold an OSHA, CSP, or CIH certification
  • Applicants who hold are a certified forklift trainer including counterbalanced rider forklift, motorized Pallet Jack, and narrow aisle lift trucks

Leave Information:

  • Annual Leave – Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

Background Screening Requirement:
