JOB SUMMARY:

This is an executive position within the PTO program.  The duties of this position include managing and directing processes including supervising, training, planning, designing, and organizing workloads.

This supervisory position directs the Resource Management Process team in executing its responsibilities as required by law.

The specific duties of this position include, but are not limited to, the planning, designing, organizing, implementing and supervising the following:

Leads and supervises the staff responsible for Budget and Technology Management in accordance with all applicable statutes, rules, policies, and procedures, including training, retention, evaluation, and code of conduct.

Assists in strategic planning and updates the Program’s succession plan on an annual basis.

In coordination with all process managers, successfully develops, implements, and tracks strategic planning activities, strategic plan initiatives, and succession planning related to each business process area.

Assists in reviewing, developing, updating and saving Program policies and procedures. 

Provides oversight of the workflows and activities of the PTO Technology Management staff including the website team, technology customer service team, SharePoint maintenance and programming assistance. Oversees and works in conjunction with ISP staff on all IT related projects and applications, including replacing the Program’s existing technologies. Ensures work products are timely, accurate and complete.

Provides oversight of the workflows and activities of the PTO Budget and contract staff and the Program’s legislative budget requests.  Ensures work products are timely, accurate and complete. This position will be responsible for compiling and submitting PTO LRPP and LBR information to agency coordinator.

Manages all aspects of the Program’s operating budget, contracts management and property appraiser and fee tax collector Budgets submitted for review and approval. 

Provides oversight of direct reports’ procurement duties and ensures proper execution within state and agency procurement policies.  This includes overseeing the use of state purchasing cards, following adopted Department procurement procedures, navigating and using the My Florida Marketplace application, developing custom procurements that require purchase orders, and reconciling charges in the Works system.

Responsible for organizing, planning, preparing and maintaining documents for the Program Office. Oversees records retention for the Program in compliance with state requirements.

Assists the Program Director and Deputy Director as needed in achieving the Program's mission, goals, and objectives, and makes recommendations to senior leadership as necessary.

Provides aid and assistance to property appraisers, tax collectors, local government officials, citizens, and legislative/executive staff as necessary.

Emergency and Disaster-Related Duty: This position has been designated as a “mission essential” position pursuant to the Department of Revenue’s Continuity of Operations Plan. The incumbent is required to be available to perform emergency or disaster-related duties due to an emergency or disaster impacting or threatening to impact the Department which may require the incumbent to work additional hours over and above the regular work schedule. Emergency or disaster-related duty may include performing or supporting the Department’s mission essential functions, primary business functions or other activities related to emergency or disaster events or incidents.

MINIMUM REQUIREMENTS:  

  • Currently employed with the Florida Department of Revenue. 
  • Five or more years’ management experience at the Department.
  • Three or more years’ experience in budgets, strategic planning, or information technology.

PREFERENCES:

  • Experience with property tax.

  • This role is based in Tallahassee, FL
  • Some travel required.

SALARY: $79,999.92 - $104,541.00.
