GENERAL POSITION DESCRIPTION:

This is a professional administrative position of significant scope and complexity, requiring independent judgment and the performance of technical, analytical and customer service functions relating to, the collection of outstanding payments due the Lottery, management of financial risk, and review and approval of applications for retailer contracts. Under the supervision of the Collections Supervisor, the standard hours for this position are Monday – Friday 8am-5pm.

 

ESSENTIAL DUTIES:

  • Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Provide exemplary customer service to all internal and external customers.
  • Monitors the collection process of Returns upon notification from bank. Notifies District Office personnel concerning Return occurrences and retailer suspensions.
  • Engages in the recovery of returned Electronic Fund Transfers (Returns) from retailer bank accounts. Takes remedial action with delinquent retailers, including immediate suspension of ticket sales and sending requests for retrieval of instant ticket inventory.
  • Investigates and resolves retailer disputes as they relate to Lottery-owed debts, banking issues, and financial reviews.
  • Handles retailer bank account changes and responds to retailer inquiries concerning bank accounts and payments due the Lottery.
  • Coordinates and performs retailer Financial Reviews and Lottery Credit Reviews. Communicates financial requirements to retailers. Prepares and coordinates notifications and correspondence to District Office personnel and retailers, respectively.  Initiates retailer contract suspension/termination proceedings if necessary.
  • Work with Supervisor and General Counsel’s office to recover funds from retailer bankruptcy filings.
  • Works with Lottery retailers, Accounting Division, financial institutions, and insurance companies in processing Certificates of Deposit (CDs) and bonds. Conducts periodic reviews and evaluates the financial status of retailers with CDs/bonds. Initiates and prepares release and redemption paperwork.
  • Reviews retailer application information and ensures compliance with department criteria. Conducts research, resolves discrepancies, and enters information into the retailer database.
  • Prepares correspondence and contacts retailers by telephone to obtain information and resolve contracting issues. Contacts other agencies, including Department of State, Division of Alcoholic Beverages & Tobacco, and Department of Revenue in conducting research and resolving problems.
  • Prepares reports, letters, retailer contracts, contract amendments, and retailer certificates for distribution.
  • Obtains business and consumer credit reports. Analyzes retailer credit backgrounds. Weighs credit background against retailer accounts receivable history in determining whether a retailer will be required to post a Certificate of Deposit (CD) or bond.
  • Trains and provides technical assistance to other employees.
  • Serves as back-up to the Collections Supervisor or Retailer Contract Supervisor on specific job duties and serves as primary and secondary back-up to other Analysts within Retailer Contracting.
  • Drafts procedures.
  • Performs other duties as required by management.
  • Attendance is an essential function of this position.

MINIMUM AGENCY-WIDE REQUIREMENTS:

Successful passing of a criminal background check (state, local, and national) is required.

 

A high school diploma or equivalent (GED).

 

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units.  The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
