GENERAL POSITION DESCRIPTION:

 

This is a professional administrative position of significant scope and complexity, requiring independent judgment and the performance of technical, analytical and customer service functions relating to the review and approval of applications for new and existing retailer contracts, and the collection of outstanding payments due to the Florida Lottery. Under the general supervision of the Retailer Contract Supervisor, the incumbent assigned to this position is responsible for assisting the Supervisor in training, motivating, directing, and evaluating subordinates, as well as handling requests and inquiries from Lottery Retailers, Executive Managers, District Office personnel and other divisions within the Lottery. Leads by example, identifies opportunities to operate more efficiently and effectively, cultivates a collaborative work environment.

 

ESSENTIAL DUTIES:

  • Responsible for ensuring information pertaining to the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, is disseminated to division/unit employees for use in daily operations and interactions with our retailers and players.
  • Assists the Retailer Contracting Supervisor in building, developing, and managing the team to ensure the successful implementation of customer service strategies and effective customer relations.
  • Serves as a role model and leads others in the following areas: communication, team building, coaching and conflict resolution.
  • Communicates priorities, goals, procedures, changes, and general information to employees, both individually and in meetings. Assists in monitoring and adjusting workload of employees as required. Serves as back-up, performing employee job functions when necessary.
  • Assists the Retailer Contracting Supervisor in performing and directing duties associated with the processing of retailer applications, contract renewals, officer changes, and location changes.
  • Assists the Retailer Contracting Supervisor in reviewing employee work products for accuracy and completeness.
  • Performs and directs the processing of retailer applications for Corporate Account Retailers. Consults with Corporate Retailers, Lottery Sales Executives, and Field Sales Managers concerning retailer acquisitions, mergers, and ownership changes to ensure retailer contracting requirements are met.
  • Works with Lottery Sales Executives to resolve contracting issues and ensure Lottery presence at corporate store grand openings.
  • Reviews and approves fee amounts in the acceptance and processing of fees from retailers.
  • Consults with retailer applicants and contracted retailers in resolution of problems. Responds to requests from retailers and district sales personnel by interpreting policy and procedure and conducting required research.
  • Explains Lottery rules, policy, and procedure in responding to inquiries by retailers and Lottery District Office personnel.
  • Assists the Retailer Contracting Supervisor in overseeing and taking remedial action with delinquent retailers, including immediate suspension of ticket sales and retrieval of instant ticket inventory.
  • Works with the General Counsel’s office on retailer bankruptcy notifications and works directly with outside counsel on retailer bankruptcy and collection efforts.
  • Works with the Division of Operations and Software Quality Assurance (SQA) to modify programs and create reports.
  • Compiles data and provides analyses concerning retailer debt and risk factors, for management review.
  • Monitors retailer bank sweeps, and associated changes in inventory levels and sales volumes.  Alerts Division of Security and Sales concerning retailer behavior that could lead to financial risk and/or jeopardize the integrity of the Lottery and its games.
  • Communicates financial requirements to retailers. Oversees the preparation of related notifications and correspondence to District Office personnel and retailers, respectively.
  • Assists the Retailer Contracting Supervisor in performing retailer Financial Reviews and Lottery Credit Reviews.
  • Assists the Retailer Contracting Supervisor in the collection process of returned Electronic Fund Transfers and participates in and oversees the production and distribution of related reports.
  • Requests adjustments to Retailer Accounts as a result of application fees and collections efforts.
  • Communicates with District Managers and District Office personnel concerning returned Electronic Fund Transfers, retailer suspensions and bank account re-sweeps.
  • Ensures timeliness and accuracy of retailer bank account changes updated by Unit employees.
  • Assists the Retailer Contracting Supervisor in the production and dissemination to retailers of Activity Statements, Settlement Reports, Returns Letters, and Demand Letters.
  • Evaluates workflows and recommends methods for improving efficiencies related to the Collections process.
  • Communicates with Retailers. Investigates and resolves retailer disputes as they relate to Lottery-owed debts, banking issues, and financial reviews.
  • Oversees Certificate of Deposit/Bond Review process and recommends release or retention of CDs/bonds.
  • Assists the Retailer Contracting Supervisor in the release and redemption of CD/Bonds posted by Retailers.
  • Oversees and resolves matters relating to CD/Bond account closures and cancellations, respectively.
  • Reviews retailer information, including business and ownership structure and bank account information to ensure compliance with department criteria. Conducts research, resolves discrepancies, and enters information into the Gaming System.
  • Responsible for the accuracy and maintenance of the Lottery retailer database, including storage and electronic document management. Performs and directs duties associated with the scanning and uploading of retailer files. Coordinates the organization and archiving of retailer files, in accordance with the Lottery's records retention policy.
  • Participates in the development, evaluation, and implementation of policies and procedures for the Division and ensures that staff members follow policies and procedures.
  • Serves as primary back-up to the Retailer Contracting Supervisor and serves as primary or secondary back-up to other Analysts within Retailer Contracting.  
  • Activates newly approved retailers in the Gaming System.  Works with Gaming Vendor personnel in the provisioning of gaming terminals and equipment.  Coordinates terminal installation and retailer training requests through Gaming Vendor, Lottery Sales Executives and Lottery District Managers. Communicates retailer training waivers from the Sales Division to Gaming Vendor. 
  • Tracks contract suspension and termination requests, from the Security and/or Retailer Contracting Director.
  • Assists the Retailer Contracting Supervisor in overseeing the processing of retailer suspensions and inactivations. Ensures accuracy of the Inactivation Request forms submitted by District Office personnel.  Works with Sales Division and Gaming vendor on the removal and relocation of equipment associated with contract status changes. Monitors retailers with suspended contracts.  Coordinates and performs duties associated with retailer contract terminations and the rejection of retailer applications.
  • Assists in performing and directing duties associated with the processing of retailer contract renewals and location changes. Develops, maintains, and analyzes management reports in monitoring the timeless and accuracy of the retailer contract renewal processes.
  • Attendance is an essential function of this position.
  • Performs other duties as required by management.
