Position Overview and Responsibilities:
The role of Retirement Analyst II in the Enrollment and Contribution Section includes serving as liaison and coordinates activities between the Division, State University System, State Board of Administration (SBA), insurance companies, and other persons relating to ORP/OAP and provider companies’ compliance with program requirements and performance measures. Additional key responsibilities include, but are not limited to, the following:

 

Responding to ORP/OAP participant, provider company, and university inquiries and assisting them in obtaining the requested information concerning employer and employee contribution accounts. Reviewing and evaluating mutual fund and annuity products to ensure compliance with retirement laws and serve as liaison with the provider companies and the SBA. Developing procedures, and establishes guidelines for the timely receipt and distribution of ORP and OAP funds Conducting onsite training at the universities or state agencies relative to ORP and OAP eligibility and reporting.

 

Monitoring provider companies for contract and performance measure compliance. Recommending changes in laws, rules, regulations, and internal operating procedures for the ORP/OAP programs as well as interpretation of statutes, rules, and policies. Serving on committees and in workgroups to improve or maintain bureau or division-wide administration of the retirement system.

 

Maintaining retirement data on IRIS, by accurately entering information into the division’s Integrated Retirement Information System (IRIS). Developing recommendations concerning changes to the plans and assists in implementation of new computer systems applications for the programs. Evaluating and reconciling provider company reports with the records of the Division of Retirement to ensure compliance with statutes, rules, the Internal Revenue Code, and contracts.

 

Auditing, correcting, and reconciling retirement data to ensure accuracy, completeness, and data integrity. Assisting in the preparation of answers to petitions and interrogatories as well as represent the agency in administrative hearings and court. Gathering and analyzing member information for verification of service credit, plan determinations, membership applications or audit findings.Determining more complex membership eligibility, appropriate plan selection, benefit payments, contribution rates, and the corresponding effective date.

 

Providing customer service through counseling and personal interviews with members; and consultative and technical assistance to employment agencies; or investigates discrepancies for Third Party Administration and audit staff. Reviewing and processing retirement files, applications, forms, or other documents. Calculating benefits or other retirement data as needed. Reviewing data to identify, troubleshoot and resolve non-routine problems.

 

Knowledge, Skills, and Abilities:
Knowledge of principles and techniques of effective verbal and written communication and basic arithmetic. Ability to collect, evaluate and analyze data relating to retirement benefits, understand and apply applicable rules, regulation policies and procedures relating to retirement benefits.  Compose correspondence; organize data into logical format; utilize problem solving techniques; work independently; perform basic arithmetical calculations; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain relationships with others. Knowledge of Word, Excel, and other applications. Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, Teamwork.

 

Minimum Qualifications:
Four years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.
