Position Overview and Responsibilities:
This is highly complex and technical work in the analysis of retirement accounts. The incumbent exercises considerable independent judgment under the general supervision of an administrative supervisor. The incumbent must possess a comprehensive working knowledge and understanding of the philosophy and provisions of Florida Statutes relating to retirement, which may include Chapters 112, 121, 122, 123, 238, 250, 321, 175, and 185, and all administrative rules, policies, and procedures developed pursuant to such laws. The incumbent may also be required to possess a comprehensive working knowledge and understanding of the Internal Revenue Service (IRS) and Social Security Administration provisions related to retirement programs. Duties and responsibilities are as follows:
- Work as lead to Identify programming needs, submit change requests, conduct user acceptance testing and assist with implementing database modifications.
- Develop, write, and update procedures, correspondence, and training manuals for the approval of the section administrator and develop and maintain templates and standard comments used in sections correspondence.
- Assess and analyze impact of retirement-related federal and state legislation, new and proposed, on the Survivor Benefit processes and make recommendations.
- Serve as lead worker for complex accounts, proof of life audit research, and review of legal documents such as guardianship appointments, trust agreements, benefit disclaimers, Qualified Domestic Relations Orders, and probate documents. Knowledgeable in the research of statutes and administrative codes and assist Benefits Administrator in drafting of Final Division Decision Letters.
Customer Service:
Communicates survivor benefits to stakeholders through written correspondence and telephone inquiries. Research retirement topics to prepare complete, accurate and grammatically correct responses to customers’ inquiries by letter or email. This responsibility requires technical expertise, critical thinking, knowledge of subject matter, and organizational and communication skills.
Quality Control:
Provide quality control review of survivor benefits based on analysis of plan membership, beneficiary designations, service credit, and option selection.
Provide quality control review of Florida Retirement System (FRS) death benefit calculations and retirement information updated in the division’s Integrated Retirement Information System (IRIS), including account overpayments, joint annuitant changes and nullifications, Option Two lump sum payouts, refunds, and Deferred Retirement Option Program (DROP) payouts for deceased accounts.
Processing:
Interpret and apply applicable laws, rules, and regulations necessary to administer the survivor benefit provisions for Florida Retirement System (FRS) benefits. Review and process retirement applications for survivors, beneficiary designation forms, and other documents for survivor benefit accounts. Ensure the benefits are being paid from the correct account type, create and send communication to members, receive calls and answer any questions regarding accounts. Audit and reconcile retirement data to ensure data integrity and accurately calculate death benefits.
Participate in employee selection modules. Performs related work as required.

Minimum Qualifications:
Four years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.

Division of Retirement:
The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 225 full-time retirement staff and manages a FY 2024-25 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fourth largest state retirement system in the US with more than 2.7 million active, retired, and terminated vested and non-vested members and $187.2 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
