Position Overview and Responsibilities:
This is highly complex and technical work in the analysis of retirement accounts. The incumbent exercises considerable judgment under the general supervision of an administrative supervisor. The incumbent must possess a comprehensive working knowledge and understanding of the philosophy and provisions of Florida Statutes relating to retirement, which may include Chapters 112, 121, 122, 123, 238, 250, 321, 175, and 185, and all administrative rules, policies, and procedures developed pursuant to such laws. The incumbent may also be required to possess a comprehensive working knowledge and understanding of the Internal Revenue Service (IRS) and Social Security Administration provisions relating to retirement programs. Duties and responsibilities are as follows:
SECTION OPERATIONS
- Assist the Benefits Administrator with in establishing policies and procedures which control the operation of the section, identifying areas of potential improvement, evaluating the section, and making recommendations, assigning, and monitoring the workflow in the section, provides feedback to section administrator on progress of trainees.
- Coordinate section work and serve as lead worker for complex accounts (elected officials, etc).
- Identify programming needs and submit change requests. Test and implement database modifications.
- Serve as liaison between the section and other areas at the division.
- Develop write, and update section procedures and training manuals for the approval of the section administrator.
- Participate in employee selection modules and make recommendations to supervisor about work deficiencies, problem areas, and corrective actions.
QUALITY CONTROL
- Provide quality control review of refund and DROP termination payment processing based on Florida Retirement System (FRS) termination requirements and the Internal Revenue Code (IRS) provisions for rollover or lump sum payments.
- Provide quality control review of outgoing correspondence prepared by other staff and insurance deduction authorizations by verifying data used in accounts on IRIS.
- Train and direct professional employees in all aspects of DROP terminations, refunds of employee contributions, insurance deductions, and any Qualified Domestic Relations Orders relating to DROP distributions.
- Monitor the training of new staff and assists with staff development.
- Research retirement topics and prepare complete, accurate and grammatically correct responses to customers’ inquiries by letter or email.
CUSTOMER SERVICE
- Assist with the section’s phone duty and counseling as needed.
- Provide customer service that requires expert knowledge of the Florida Retirement System (FRS) and all existing systems, the Florida Statutes, rules, and division policies that relate to Deferred Retirement Option Program (DROP), refunds of employee contributions and Qualified Domestic Relations Orders that relate to DROP distributions.
- Counsel customers of the FRS which may include member, agencies, physicians, attorneys, etc.
ADDITIONAL
- Develop and maintain templates and standard comments used in the section’s correspondence.
- May participate in workshops, seminars, and training sessions for agencies.

- Knowledge of personal computer use (hardware and software) for various automated applications.
- Knowledge of FRS Statutes and Rules.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to retirement and IRS programs.

Minimum Qualifications:
Four years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.
