Position Overview and Responsibilities:
This is highly complex and technical work in the analysis of retirement accounts.  The incumbent exercises considerable independent judgment under the general supervision of an administrative supervisor.  The incumbent must possess a comprehensive working knowledge and understanding of the philosophy and provisions of Florida Statutes relating to retirement, which may include Chapters 112, 121, 122, 123, 238, 250, 321, 175, and 185, and all administrative rules, policies, and procedures developed pursuant to such laws.  The incumbent may also be required to possess a comprehensive working knowledge and understanding of the Internal Revenue Service (IRS) and Social Security Administration provisions relating to retirement programs.  Duties and responsibilities are as follows: 

 

SECTION OPERATIONS
Assist the Benefits Administrator with establishing policies and procedures which control the operation of the section, identifying areas of potential improvement, evaluating the section and making recommendations, assigning and monitoring the work in the section.

Serve as the primary trainer for the section to include the creation of training modules and performing the quality control step timely until section employees have mastered the topic,  Train, monitor, and direct the section’s professional employees in all aspects of plan membership, reporting, benefit payroll, survivor benefit claims, and calculations to equip them to accurately analyze members’ employment history, understand the laws, rules, policies, and procedures. Provides feedback to the section administrator on the progress of trainees.

Serve as a resource person for other staff and may participate in workshops, seminars, and training sessions for agencies

Participate in employee selection modules and make recommendations to supervisors about work deficiencies, problem areas, and corrective actions.

 

QUALITY CONTROL 
Provide quality control review of survivor benefits or Health Insurance Subsidy (HIS) eligibility determinations based on analysis of plan membership, beneficiary designations, service credit, and option selection.

Provide quality control review of Florida Retirement System (FRS) death benefit calculations and retirement information updated in the division’s Integrated Retirement Information System (IRIS), including account overpayments, joint annuitant changes and nullifications, HIS payments for Investment Plan spouses, Option Two lump sum payouts, refunds, and Deferred Retirement Option Program (DROP) payouts for deceased accounts.  

 

CUSTOMER SERVICE
Assist with the section’s phone duty and counseling as needed.

Provide customer service that requires expert knowledge of the Florida Retirement System (FRS) and all existing systems, the Florida Statutes, rules, division policies, and related beneficiary, probate, or estate laws.

Counsel customers of the FRS which may include beneficiaries, agencies, attorneys, etc.  Compose complex correspondence, memoranda, etc. to families of deceased members.  

 

ADDITIONAL
Perform other duties as required. 

Stand in for the Administrator when absent.
Perform duties required of other Retirement Analyst II positions when needed. To include but not limited to: 
•    Identify programming needs, submit change requests and conduct user acceptance testing and assist with implementing database modifications and SIRS.
•    Develop, write, and update procedures, correspondence and training manuals for the approval of the section administrator and develop and maintain templates and standard comments used in sections correspondence.
•    Analyze new and proposed legislation and serve as lead worker for complex accounts, proof of life audit research, and review of legal documents such as guardianship appointments, trust agreements, benefit disclaimers, Qualified Domestic Relations Orders, and probate documents.  Knowledgeable in the research of statutes and administrative codes and assists Benefits Administrator in drafting of Final Agency Action Letters. Serve as liaison between the section and other areas at the division.

Ability to use a personal computer.  Ability to navigate the computer network.  Ability to use Microsoft Word.  Ability to use various applications.  Knowledge of retirement laws.  Knowledge of the use of IRIS and Workflow.  Ability to work independently.  Ability to understand and apply rules, statutes, policies and procedures relating to retirement benefits.  Ability to train others.  Ability to review data for accuracy, identify errors, and take corrective action. Ability to utilize problem solving techniques.  Ability to establish and maintain effective working relationships with others.  Ability to plan, organize and, coordinate work assignments.  Knowledge of the principles and techniques of effective verbal and written communications.  Ability to communicate effectively verbally and in writing.  Knowledge of basic arithmetic.  Ability to perform basic arithmetical calculations. Minimum Qualifications:
Four years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.

The division currently has 225 full-time retirement staff and manages a FY 2024-25 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1 million active, retired, and terminated vested members and $191.6 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
