Overview:

The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combating illegal gambling activities.

 

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties and Responsibilities:

The Revenue Administrator II, working under the direction of the Chief of Revenue & Auditing, provides support to the FGCC’s Division of Pari-Mutuel Wagering, Revenue & Financial Analysis section. The duties are as follows:

 

  • Ensures all accurate accounting of wagering and gaming activity of each facility and the timely collection of associated fees and tax revenue;

  • Responsible for the development and implementation of rules, policies, and procedures applicable to revenue collection, financial reporting, accounting, and other revenue related activities;

  • Creates monthly management reports on Slot/Pari-Mutuel Wagering activity, cash flow analysis, recognizable trends, and future outlooks;

  • Ensures thorough review, reconciliation, and analysis of annual financial reports and other financial data submitted by each permitholder or CPA's representing each permitholder;

  • Inquiries about inaccurate data, omitted data, or data that conflicts with Division records;

  • Ensures the reliability of all PB2 measures, data, and collection processes;

  • Ensures the reliability of all statistical revenue data posted to the FGCC web page;

  • Maintains a suspense file on timely reporting of financial information and tax payments to enforce penalties for late submittal;

  • Ensures accurate accounting for the reconciliation of FLAIR and SAMAS with Division records and accounting systems;

  • Creates Division's Annual Report on wagering activity, associated revenues, and expenses for the prior fiscal year;

  • Develops and implements on-the-job training procedures for all personnel in the Revenue & Financial Analysis section and conducts special training sessions on new laws, rules, licensing methods, and department requirements;

  • Completes additional assignments and special projects as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of and ability to understand and apply applicable Florida Statutes, rules, policies, and procedures;

  • Writing and effective communication skills;

  • Knowledge of accounting and auditing procedures, methods, and principles;

  • Ability to examine and audit financial records;

  • Ability to provide technical assistance and advice to co-workers and the public;

  • Ability to create spreadsheets in Excel and utilize Word and basic agency computer programs, including the agency’s licensing system, document management system (OnBase), and other subsidiary ledgers.

 

Minimum Qualifications:

  • Six (6) years of work experience in auditing and/or reconciliation, as it relates to financial data. A bachelor's degree from an accredited college or university in accounting (finance), or business administration may substitute for four (4) years of the required work experience; and

  • Proficiency in Microsoft Excel, including creating complex formulas, tables, charts, and graphs.

Preferred Qualifications:

  • At least two years in a supervisory or team lead role.

  • Experience with Florida Statutes and Florida Administrative Code.

 

Note: Florida Statute 16.713 prohibits individuals who previously worked for a licensed PMW facility and held a permit or license under Chapters 550, 551, or 849 from being employed by the commission for at least two years prior to their appointment.
