JOB SUMMARY:

This is a Revenue Program Administrator I – SES (Railroad Assessment Specialist) position located in Property Tax Oversight (PTO) program's Central Assessment of Railroads and Private Carlines process. This position is responsible for coordinating and performing assessments of railroad companies and any related operational rolling stock in the state of Florida. The job duties include developing the annual work plan and performance measures of the process, timely completing valuations, calculating county apportionment factors, certifying values to county property appraisers for property tax purposes, providing expert witness testimony during litigation, and providing staff support during valuation challenges. This position must coordinate with technical, legal, and management team members on issues related to the central assessment process including legislation, administrative rules, statute, and process changes. The incumbent must also provide aid and assistance to taxpayers, the public, railroad companies, and local governments concerning centrally assessed railroad property.

MINIMUM REQUIREMENTS:  

  • Five years of professional experience in business valuation or a related field.
  • Advanced knowledge of business valuation theory, economics, and principles of financial accounting.
  • Strong writing, quantitative, and communication skills.
  • Proficiency in Microsoft Office Suite including Excel, PowerPoint, and Word.

SUBSTITUTIONS:

  • Bachelor’s degree in finance, accounting, economics, mathematics, or related field can substitute for two years of experience.

PREFERENCES:

  • Candidates who have attained the CFA, CPA, CMA, ASA, ABC, MAI or other related professional designation.

SPECIAL NOTES:

  • Initially located in Leon County, but eligible for telework after 3-4 months of training.

SALARY: $73,886.64 - $76,967.88.
