POSITION DESCRIPTION: Lead, manage, and supervise the Central Office Roadway Design Criteria Section. Manage Section employees by applying the principles of the Department’s Business Model in the development and implementation of an adopted Section Business Plan. Lead the Section to achieve its goals as set forth in its annual Business Plan. Supervise Section within the Department’s policies and procedures. Manage personnel within Section in establishing or revising business plans and deadlines for all assignments. Initiate personnel actions for positions within Section. Prepare and manage budget for Section’s travel and other expenses. Monitor assignments to ensure that scheduled deadlines are met. Provide Section mentoring, and implementation of individual training plans.
Manage staff in planning and development of policy, rules, criteria, manuals, and guidelines for statewide uses to promote the safe and cost-effective design of roadways. This includes development of the uniform standards and processes used in the preparation and assembly of contract plans and documents used for construction. Manage staff in the development, coordination, and production of the FDOT Design Manual and the Florida Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways (Florida Greenbook).
Represent the Department on national technical committees and research projects relevant to roadway design criteria and identified as mission critical to the Department. This includes serving and participating on American Association of State Highway and Transportation Officials committees and task forces as assigned, as well as participating on National Cooperative Highway Research Program Project panels on research projects as special interest to the Department. Identify research needs and prepare problem statements as appropriate for consideration by National Cooperative Highway Research Program. Provide input on prioritizing proposed roadway design related research projects. Prepare response to research surveys on behalf of the Roadway Design Office.
Provide technical support and assistance to Central and District offices and their consultants on issues and requirements related to design policy, rules, criteria, manuals, and guidelines. This includes development and presentation of appropriate training on a statewide basis. This also includes technical support for Department Quality Assurance activities.
Represent the Department and maintain a close, cooperative working relationship with other Department offices, other state agencies, Federal Highway Administration, City and County Engineers, the design consultant industry, and the roadway construction industry on matters related to roadway criteria and design. Participate in Department cross-functional and coordinating task team activities. Advise superiors on matters related to roadway criteria and design. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of roadway design. Knowledge of engineering design, construction, production and/or operations. Knowledge of the principles and practices of supervision and management. Knowledge of budgetary process. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Professional Engineer Licensure in the State of Florida, pursuant to Chapter 471, Florida Statutes.
