The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position is located onsite in Tallahassee, Florida with the potential to travel to and work from the FDEM Warehouse in Auburndale, Florida as needed. The primary function of this position is supervising the activities of the Regional Recovery Coordination Team throughout the state. Other functions of this position include managing all Recovery Field Operations activities throughout a disaster, serving as the State Community Assistance Recovery Support Function (CA-RSF) Lead, and supporting the State Disaster Recovery Coordinator (SDRC) as a Deputy State Disaster Recovery Coordinator.
Regional Recovery Coordination duties include but not limited to:
- Manage and supervise all ten members of the Regional Recovery Coordination Team.
- Provide technical, fiscal, and grant management assistance to stakeholders as it relates to the required processes and procedures of FEMA’s Public Assistance, Individual Assistance, and Hazard Mitigation programs. This would include conducting trainings on Recovery and Mitigation programs as determined necessary.
- Facilitate the accurate sharing and exchange of information between stakeholders, creating an environment that promotes open communication and allows for more timely and successful completion of the grant process.
- Provide consultation to field staff regarding project issues and effectively communicate recommendations and solutions to stakeholders.
- Assist with meetings, trainings, and workshops, as necessary, to provide the information and instruction necessary for subrecipients to successfully navigate and properly complete all steps in the grant management system(s) applicable to each federal program.
- Conduct outreach regarding the Public Assistance, Individual Assistance, and Hazard Mitigation programs as necessary and assist applicants by providing technical assistance as requested.
- Prepare and manage reports, as necessary, regarding the status of awarded agreements.
- Coordinate and participate in regional meetings, workshops, trainings, and exercises, including instructing Florida Recovery Academy courses.
- Performs other duties as assigned by bureau management and travel as required, to include assisting in disaster duties related to presidentially declared and non-declared disaster events.
State Community Assistance Recovery Support Function (CA-RSF) Lead duties include but not limited to:
- Engage in pre-disaster activities such as Partnership Development, Pre-Disaster Recovery Planning, CA Awareness, Engagement and Capacity Building to support efforts of state, tribes, and territories.
- Conduct post-disaster activities such as Just-In-Time Training, Recovery Planning Technical Assistance, and Capacity Management to engage stakeholders throughout the state.
Field Operations Support Duties include but not limited to:
- Coordinate Recovery resources and personnel prior to and during the disaster Response activities to support regional, state, and local agencies.
- Plan and deploy field staff to conduct Preliminary Damage Assessments (PDAs) and Joint Preliminary Damage Assessments (JPDAs) with other state and federal partners.
Deputy State Disaster Recovery Coordinator (DSDRC) duties to include but not limited to:
- Coordinate the long-term recovery planning process to ensure resources are aligned with state and impacted community’s priorities.
- Conduct research and communicate findings and best practices related to needs and resiliency with federal, state, regional, and local partners.
- Assist with a variety of long-term recovery projects related to disaster planning and recovery.
Performs other duties as assigned by bureau management and travel as required, to include assisting in disaster duties related to presidentially declared and non-declared disaster events.
Knowledge, Skills, and Abilities:
- Ability to understand, interpret, and apply relevant Florida Administrative Code, Florida Statutes, and Code of Federal Regulations as well as FDEM policies and procedures related to contract/grant development, contract/grant management, and payment processing procedures.
- Ability to provide technical assistance to state and local governments and other entities on contracts/grants and payments.
- Ability to monitor grantee compliance with program requirements through review, analysis and processing of financial and program deliverables, including expenditure, budgeting, staffing and progress reports, audits and requests for payment.
- Demonstrated ability to manage all aspects of contract/grant management, including preparation of funding agreements, processing of requests for reimbursement, and monitoring project agreements.
- Knowledge of and ability to apply basic accounting and auditing principles and procedures.
- Ability to communicate effectively through verbal and written communications.
- Demonstrated computer software skills and other database/spreadsheet software, including but not limited to Microsoft Office software such as Word, Excel, Outlook, and PowerPoint.
- Ability to collect, analyze, and interpret contract/grant programmatic and financial data.
- Ability to work independently and collaboratively to quickly gather information and identify needs and build effective coalitions.
- Knowledge of project management and organizational strategies.
- Ability to independently develop timelines and deadlines for multiple projects to successfully complete work accurately and on time.
- Ability to travel frequently, occasionally overnight and to work non-traditional hours during emergency events and assume disaster relief duties as directed.
- Ability to utilize problem-solving techniques.
- Ability to establish and maintain effective working relationships with others.
Minimum Qualifications:
- Minimum of four years of field experience in Public Administration, Emergency Management, or a related field or a Bachelor's degree in Public Administration, Emergency Management, or a related field or an associate degree and a minimum of two years of field experience in degree specialty.
- A valid driver’s license.
- Applicant should have the ability to travel to and work from the FDEM Warehouse in Auburndale, FL one week per month as needed.
