The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This is a professional position in the Bureau of Preparedness Chief's office and is responsible for the planning, coordination, development, and delivery of training classes, workshops, and exercises related to statewide initiatives, adhering to the highest education standards and policies, to improve response capabilities and knowledge of local jurisdictions and partner agencies/stakeholders in region(s) of assignment.
Additional duties include, but are not limited to:
- Assist the State Training Officer (STO) with development and implementation of the Integrated Preparedness Plan (IPP) and annual IPP Workshops associated with this document. Work with subject matter experts, stakeholders, and project managers to assist with the development this training and exercise plan.
- Conduct needs assessments and strategic learning assessments to develop the basis for curriculum development or to update curricula.
- Responsible for conducting research and collaborating with subject experts, policymakers, and other professionals to develop instructional content and learning resources.
- Responsible for managing instructional materials, recruiting, and training potential instructors.
- Responsible for making recommendations regarding course design, technology, and instruction delivery options to the Bureau Chief and the STO.
- Developing a range of digital resources to optimize learning and ensure ongoing learning outside of formal settings.
- Liaison with Response, Recovery, and Mitigation Bureaus on FDEM’s educational opportunities.
- Annually review, update, and/or re-write Training and Exercise Standard Operations Guides (SOG) and policies as required.
- Design and develop outreach educational materials for distribution.
- Design, develop, and produce recorded trainings for posting to Bureau of Preparedness’ webpage.
- Develop and conduct internal training needs assessment for staff’s personal development in conjunction with Response, Recovery, and Mitigation Training Coordinators.
- Perform emergency management operations duties as assigned. Be prepared to provide immediate assistance to the State of Florida in times of disaster. Be prepared to perform these duties in conditions that are not at all time ideal.
Knowledge, Skills, and Abilities:
- Knolwedge of policies and practices involved in the management of training and exercise development.
- Basic knowledge of SERT Operations and State Comprehensive Emergency Management Plan (CEMP).
- Ability to develop and conduct an all hazards related training and exercise program.
- Demonstrated experience in Exercise design, conduct, and evaluation.
- Demonstrated ability to instruct in accordance with adult learning standards.
- Capacity to write and/or refine Standard Operating Guides/Procedures and implement in a test situation.
- Ability to communicate effectively verbally and written communications for all types of audience groups ranging from subject matter experts to executive level partners.
- Ability to coordinate meetings and workshops relating to all hazards training and exercise activities.
- Ability to engage with various multi-media platforms for training and exercise development delivery.
- Ability to establish effective working relationships with federal, state, and local training coordinators involved in all hazards training and exercise initiatives.
- Ability to independently develop timelines and deadlines for multiple projects to successfully complete work accurately and on time.
- Ability to provide technical assistance to state and local partners regarding all hazards training and exercises.
- Ability to utilize problem solving techniques.
- Ability to use databases and automated file management systems.
- Ability to work effectively in a team environment and/or individually, whether with internal or external stakeholders, on all training and exercise issues.
- Demonstrated computer software skills, include Word, Excel, PowerPoint, and other databases/spreadsheet software.
Minimum Qualifications:
- An associate degree in emergency management, training, or other related field from an accredited college or university, plus three years of training related experience, including presentations. An equivalent combination of education and relevant experience may be substituted for the degree requirement.
