The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office (SWO); the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the Emergency Management Accreditation Program (EMAP) Accreditation Manager as it relates to FDEM’s EMAP Accreditation Process as well as grant management related to County EMAP Accreditation processes. The duties include, but are not limited to:
- Assist the County Comprehensive Emergency Management Plan (CEMP) Review Coordinator with the review process of CEMPs as assigned in accordance with Rule 27P-6, Florida Administrative Code, and maintain progress reports.
- Assist the Continuity of Operations Planning/Continuity fo Government (COOP/COG) Program Manager with the review of agencies’ and jurisdictions’ COOP/COG plans, ensuring that they meet state and federal continuity planning guidance.
- Assist with planning initiatives related to evacuations to include regional evacuation studies, evacuation liaison team projects, and sheltering planning.
- Assist the Unit’s Manager in planning initiatives sponsored by federal partners to include technical assistance from the Federal Emergency Management Agency.
- Assist in the development of disaster preparedness project initiatives and maintain any related reports as required.
- Assist in the maintenance and tracking of FDEM’s Strategic and Business Plans.
- Participate as a member of the SERT during emergency operation center activations or other disaster related duties as directed by the Executive Director, SERT Chief, Section Chief, and/or Branch Director.
- Perform other duties as required.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Knowledge of state, local, and federal responsibilities during disasters and the roles of the SEOC.
- Knowledge and understanding of the Florida Command, Section, Branch, and ESF structure of the SEOC.
- Strong written and verbal communication skills with the ability to present complex information clearly to diverse audiences.
- Ability to plan, organize, and coordinate multi-work assignments with competing deadlines.
- Demonstrated ability to implement emergency management procedures and operational protocols.
- Ability to develop and produce high-quality and concise written products to include graphical depictions of complex data in computer software.
- Knowledge of technical writing and review, government documentation standards, formatting requirements, and style guides.
- Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
- Attention to detail for document review, editing, and quality control.
- Proficiency in using documentation tools and software (e.g., Microsoft Office Suite, Adobe Suite, etc.).
- Ability to facilitate and participate in conferences, workshops, and professional meetings on planning and related emergency management topics.
- Ability to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and be able to deploy to emergency sites with limited advance notice.
Minimum Qualifications:
- A minimum of four years’ experience in Emergency Management, Public Administration, Business Administration or Technical/Creative writing. A post-secondary degree from an accredited institution in any of the before mentioned fields may substitute for the required experience on a year-for-year basis.
- A minimum of two years of professional experience in reviewing, editing, creating, and maintaining policies and procedures.
- A valid driver’s license.
