The Work You Will Do:
Safety Office Program Manager
This position will support the Florida Department of Transportation State Safety Office by coordinating the State Safety Office’s operations, ensuring high standards of professionalism, customer service, and responsiveness to citizens and partner agencies. It serves as a central communication hub, addresses safety concerns through analysis and recommendations, and ensures timely coordination with state and federal entities. The role also improves operational efficiency through process oversight and quality assurance, while maintaining strong fiscal accountability by managing budgets, contracts, and purchasing activities. Overall, it enhances FDOT’s ability to deliver effective, compliant, and customer-focused transportation safety programs.

Your Specific Responsibilities:
This position provides direction to the State Safety Office through management and administration of the office. The tone for professionalism and work standards for the office hinge on this position. This position acts as the hub for transmission of information from the State Safety Office and extends to citizens and other local and state agencies wo are customers of the Department. Whether it be telephone calls from citizens, requests for safety improvements, requests from federal agencies, this position handles each one with optimal customer service, expertise and attention and follows through to ensure each customer is served.
Coordinates with others to identify matters of concern which require immediate remedial action. Conducts fact finding objectives, makes recommendations regarding areas of Safety, and monitors these matters of concern ensuring completion within defined time frames. Review, evaluate and make recommendations. Interprets applicable policy and procedures, recommends, and consults with lead staff to resolve problems. Understands, receives, and coordinates responses to outside agencies such as the National Transportation Safety Board (NTSB), Office of Program Policy and Government Accountability (OPPAGA), National Cooperative Highway Research Program (NCHRP), National Highway Traffic Safety Administration (NHTSA), Federal Highway Administration (FHWA), and citizen inquiries. Investigates and performs Quality Assurance reviews on the business plan for the State Safety Office and ensures that deadlines are met. Prioritizes projects and coordinates work assignments. Researches, develops, and implements solutions to improve business operations and practices. Identifies opportunities for streamlining of existing tools and processes.
Analyzes and evaluates the status of encumbrances and expenditures for all cost centers within the State Safety Office to determine the availability of funds. Makes recommendations regarding funding issues. Prepares and analyzes reports for the State Safety Office concerning office expenditures and funds availability. Makes recommendations as to the course of action regarding expenditures. Stays up to date on purchasing policies. Acts as Purchasing Agent, approving purchase orders as well as preparing requisitions for purchase orders. Responsible for reviewing Purchase Orders to ensure accuracy, funds availability, and that competitive prices are obtained. Processes invoices for payment. Prepares and assists others in the preparation of contracts and encumbrances. Reviews and processes purchasing card transactions in FLAIR and Works.
Reviews all travel authorizations and mission critical travel for compliance with Department policy and procedures. Reviews all personnel issues of confidential nature, consulting the Department’s Human Resource Office as necessary. Maintains calendars, plans itineraries, and schedules, makes appointments, gather, and distribute background material on subjects to be discussed, make travel arrangements, and make arrangements for meetings and/or conferences. Prepares blanket travel authorizations for Safety Office staff.
Independently evaluates, analyzes, and negotiates contracts for various State Safety Office training events, conferences, and meetings to determine the most cost-effective solution for the Department.
Represents the State Safety Office on various teams, meetings, department initiatives, committees, and special projects and events.

- Prioritizing tasks; establishing and maintaining effective working relationships; interpretating laws, rules, policies and procedures; operating a personal computer.
Ability to:
- Handle confidential information; resolve conflict; manage multiple assignments, priorities and making timely decisions; communicating information effectively both verbally and in writing; conducting research and gathering data to determine conclusions.
Other Job-Related Requirements:

Minimum Qualifications:
High School diploma with 4 years of professional experience in administrative office support, human resources, or financial analysis. An associate’s degree from an accredited college or university may substitute for 2 years of the required professional experience.
