The Florida Department of Environmental Protection is seeking candidates for the role of Secretary.  This executive position oversees the Department in a manner that protects and conserves Florida’s natural resources, is responsible for the overall direction of senior level management and serves as the Chief Administrative Officer for the Department.  

The Secretary is an appointed position who serves at the pleasure of the Governor, and whose appointment requires concurrence of the Florida Cabinet and confirmation by the Florida Senate.

The appointee is responsible for maintaining effective communications with elected officials, external stakeholders and the Department.

The appointee plans and directs broad programs and implements effective policies through all Department divisions: Administrative Services, Air Resource Management, Environmental Assessment and Restoration, Recreation and Parks, State Lands, Waste Management, Water Resource Management, Water Restoration Assistance, and six regulatory District offices.

The appointee oversees the coordination of the certification process for power plants, transmission lines and natural gas pipelines under the purview of the Governor and Cabinet sitting as the Siting Board; provides direction to the Department’s Office of Cabinet Affairs in facilitating agenda items for presentation to the Governor and Cabinet; and appoints the Director of State Lands subject to confirmation by the Governor and Cabinet. The appointee provides direct oversight, coordination and guidance to the Division of State Lands who serves as staff to the Governor and Cabinet sitting as the Board of Trustees of the Internal Improvement Trust Fund and whose programs perform duties and functions related to the acquisition, administration, management and protection of uplands and sovereignty submerged lands, as well as administering the Florida Forever conservation and recreation land acquisition program.

This position serves as Chair of the Acquisition and Restoration Council, the entity charged with evaluating, selecting and ranking state land acquisition projects on the Florida Forever priority list, as well as the review of management plans and land uses for all state-owned conservation land. The appointee directs the oversight and management of the Department’s Land and Recreation programs, including Florida’s state parks and trails system.

The appointee directs the oversight and management of environmental regulation programs in the state, including: air pollution control programs, solid and hazardous waste cleanups, and beach restoration. 

The appointee formulates and recommends rules and standards for consideration by the Environmental Regulation Commission; works with and advises the Legislature, its committees and the appropriate federal agencies concerning environmental matters.

The appointee develops and directs the Department’s legislative program aimed at providing sound conservation measures of the State’s natural resources; directs the Department’s information and communications office to ensure the public, media and employees are informed of the Department’s actions, mission and goals; makes public appearances and speeches before federal, state and local governmental agencies, as well as public and private organizations directly and indirectly affected by the Department’s programs; and represents the State and Department before the Legislature, Governor’s Office, Cabinet, other governmental agencies, private organizations and the public.

In carrying out the duties of this position, the appointee is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or orders applicable to performing the duties of this position. 

The appointee is responsible for compliance with budgetary processing requirements of Section 215.422, Florida Statutes. 

The appointee of this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code.

Ideal applicants will have the following education and experience:

  • A master’s degree, or a bachelor’s degree in a relevant subject, such as, business, law, natural sciences, or a related field with at least ten years of related professional experience including five years of managerial responsibilities;
  • A proven history of developing and implementing an organizational plan; and
  • A knowledge of Florida’s environmental laws.
